coon rapids ,,~'~ October ]_7, 1978 Lloyd Schnelle, City Manager City of Ramsey ]5153 Nowthen Boulevard N.W. hnoka, Mn. 55303 Dear Mr. Schnelle' For the past few years the City of Coon Rapids has, ~hru con- tractural agreements with private land owners, provided a recreational area for motor cycles and mini bikes and snow- mobiles. The large parcel of land designated for that purpose J s :in the process of being subdivided for home development and we are finding it very difficult to locate another large parcel within our community for that purpose. Our Council has appointed a citizens committee to explore new sites. The consensus of this committee is that it is very likely that all Anoka County communities are having a similar type prob].em in that there are many off-street type vehicles with no place t.o ride legally. With this in mind, they instructed me to contact other Anoka County communities and propose to their City Councils ~hat they appoint at least one person (preferably non-city employee) to be on a committee which would be made up of one member from each community in the County and, perhaps, one County Commissioner. The purpose of forming this committee will be to explore the pos- sibilities of acquiring, either thru leasing of private lands or County park property, a large ]and area away from the impacted areas. This would probably have to be a County venture. The County does provide ice rinks, riding stables and parks so that the proposition of providing an all terrain vehicle recreation area should fall in line with the County Boards desire to provide recreational opportunities to the public.
