This . is not felt to be an insurmountable problem, however, and must be weighed 'against· any positive impacts of the change.· - . .-' .. . .'.. it can be concluded that storage and off-peak discharge will result in a cost'to property developed in that area that will be somewhat higher than costs in the remainder of the city.
