Findings: The enforcement/control of home occupations is satis- <br />factorily covered by the present City Code (Par. 170.014E City <br />Zoning Ordinance). However, we do recommend anamendment to the <br />present City Code in regards to paragraph 170.014B Accessory <br />Uses of the Zoning Ordinance. We recommend the following amend- <br />ment to Zoning Ordinance, '~ttached garage not to be considered <br />an accessory building. Accessory building not to exceed 120 <br />square feet all zoning areas and be a standard wood frame build- <br />ing or steel building on a concrete foundation." <br /> <br />"Accessory Use shall not include the on site storage or parking <br />of trucks over one (1) ton or unlicensed equipment, loaders, <br />cement mixers, backhoes and similar types of construction and <br />excavation equipment, also including storage of inventory and <br />raw building material (six month grandfather of present operators)." <br /> <br />CASE 8: <br /> <br />CASE 9: <br /> <br />Background Information: Enclosure (Dl-i) contain Council minutes <br />that initiated this action. <br /> <br />Action Required: Planning Commission has submitted their finding/ <br />recommendations on the above as requ!re~ 17a.0t9 Zening and Sub- <br />division Code. Please refer to enclosure (B-2) this agenda for <br />their recommendation. Council action if they proceed with the <br />amendment will be to set public hearing date. <br /> <br />NUISANCE AND BLIGHT ORDINANCE: <br /> <br />The City Attorney was directed to prepare a nuisance and blight <br />ordinance which will be available for Council at the meeting. Please <br />~efer to enclosure (Dl-i). <br />Problem As to Why We Need This Ordinance: We are now receiving <br />citizen complains on issues that pertain to nuisance/blight and <br />we are not able to react to them because we do not have this type <br />of an ordinance. As an example, some of the residents in the <br />Mississippi Development are very upset about the situation that <br />has been created in their area by commercial development. ~e <br />only way we can not rectify the situation is by the above ordi- <br />nance. <br /> <br />CITIZEN COMPLAINTS REGARDING BLIGHT AND NUISANCE: I have <br />ceived the fol'iowing complaints Whic~ are not possible to handle <br />and consequently need Council direction. <br /> <br />a) 'Mrs. Merle Anderson who resides in the Mississippi development <br />has filed a complaint in regards to problem created by commercial <br />business which came about by not creating proper zoning controls <br />between residential and commercial. <br /> <br />b) Mr. and Mrs. Dumke who reside in Itasca Heights filed a com~ <br />plaint regards to neighbor parking dump trucks and loader on his <br /> <br /> <br />
