Findings: The enforcement/control of home occupations is satis-
factorily covered by the present City Code (Par. 170.014E City
Zoning Ordinance). However, we do recommend anamendment to the
present City Code in regards to paragraph 170.014B Accessory
Uses of the Zoning Ordinance. We recommend the following amend-
ment to Zoning Ordinance, '~ttached garage not to be considered
an accessory building. Accessory building not to exceed 120
square feet all zoning areas and be a standard wood frame build-
ing or steel building on a concrete foundation."

"Accessory Use shall not include the on site storage or parking
of trucks over one (1) ton or unlicensed equipment, loaders,
cement mixers, backhoes and similar types of construction and
excavation equipment, also including storage of inventory and
raw building material (six month grandfather of present operators)."

CASE 8:

CASE 9:

Background Information: Enclosure (Dl-i) contain Council minutes
that initiated this action.

Action Required: Planning Commission has submitted their finding/
recommendations on the above as requ!re~ 17a.0t9 Zening and Sub-
division Code. Please refer to enclosure (B-2) this agenda for
their recommendation. Council action if they proceed with the
amendment will be to set public hearing date.

NUISANCE AND BLIGHT ORDINANCE:

The City Attorney was directed to prepare a nuisance and blight
ordinance which will be available for Council at the meeting. Please
~efer to enclosure (Dl-i).
Problem As to Why We Need This Ordinance: We are now receiving
citizen complains on issues that pertain to nuisance/blight and
we are not able to react to them because we do not have this type
of an ordinance. As an example, some of the residents in the
Mississippi Development are very upset about the situation that
has been created in their area by commercial development. ~e
only way we can not rectify the situation is by the above ordi-
nance.

CITIZEN COMPLAINTS REGARDING BLIGHT AND NUISANCE: I have
ceived the fol'iowing complaints Whic~ are not possible to handle
and consequently need Council direction.

a) 'Mrs. Merle Anderson who resides in the Mississippi development
has filed a complaint in regards to problem created by commercial
business which came about by not creating proper zoning controls
between residential and commercial.

b) Mr. and Mrs. Dumke who reside in Itasca Heights filed a com~
plaint regards to neighbor parking dump trucks and loader on his
