CO.U NTY OF ANOKA
Office q£ the Cot~;t.v Board of Commix.~'ioners
COURTHOUSE ANOKA, MINNESOIA 55303 612-421-4760

September 15, 1978

Mr. Lloyd Schnelle, Clerk
City of Ramsey
15153 Nowthen Boulevard
Anoka, Minnesota 55303

Dear Mr. Schnelle:

I am writing 'to you today on a very important issue which '
will affect all of us here at the local government level in
Anoka County. This matter specifically relates to the
Metropolitan Council planning process for the 208 Water
Quality Plan for the Metropolitan Area.

For your information, I have attached a brief summary of the
208 Plan which was prepared by Bob Hutchinson of our
Environmental Services Division in the Health Department.
In your reading of Bob's summary, you will notice that he
has specifically outlined the areas'of concern in the plan
which is being discussed at the Metropolitan Council level.

In addition to those concerns raised by Bob, I would like to
express to you. some of the points which I made to-our
Metropolitan Council Representatives at the last COunty
Board meeting. In my review of the plan, it is apparent to
· . me that t'he demands which are being placed on local govern-
ment by way of the specific policies of the Metropolitan
Council will, at a minimum, be a very expensive and time
consuming program for us and all of our constituents. It is
my opinion that this plan is 10 years too late, and we have
come a long Way in terms of water quality management here in
Anoka County. Consequently} I question the need for a new
layer of governmental involvement in the already ongoing
attempts'to keep our ground and surface waters safe and free
of pollution'for all'of our citizens.

:

Affirmative Action / Equal Opportunity Employer
