<br /> <br />Councilmember Williams introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #16-12-240 <br /> <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0975 RELATING TO A REQUEST <br />FROM EDIE HARER TO MAINTAIN A POT-BELLIED PIG AT THE PROPERTY <br />LOCATED AT 15830 ANDRIE ST NW. <br /> <br /> <br />WHEREAS, <br />Edie Harer, hereinafter referred to as the “Applicant,” has properly applied <br />for a Non-Traditional Animal License to maintain a pot-bellied pig on the property generally <br />known as 15830 Andrie St NW and legally described as follows: <br /> <br />Lot 4, Block 4, Northfork Links Addition, Anoka County, Minnesota <br /> <br />(“Subject Property”) <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to <br />the request are determined to be as follows: <br /> <br /> <br />1. That the Applicant appeared before the City Council pursuant to Section 10-1(e) of the <br />Ramsey City Code on December 13, 2016. <br /> <br />2. That the Subject Property is zoned PUD (Planned Unit Development). Surrounding <br />properties are also zoned PUD (Planned Unit Development). <br /> <br />3. That the Subject Property is approximately 1.96 acres in size and surrounding properties <br />are similar in size. <br /> <br />4. That keeping of a Non-Traditional or Exotic Animal is permissible with the issuance of a <br />Non-Traditional Animal License (the “License”) as outlined in City Code Section 10-1. <br /> <br />5. That on November 14, 2016, the Applicant submitted an application requesting a License <br />to maintain a Vietnamese Pot-Bellied Pig (the “Pig”) on the Subject Property. <br /> <br />6. That the Pig is already being maintained on the Subject Property without a License. <br /> <br />7. That the Applicant also maintains eight (8) chickens (hens) on the Subject Property. <br /> <br />8. That the Subject Property is part of a Home Owner’s Association (HOA), which may have <br />more restrictive standards than City Code if it so chooses; however, the City has no role in <br />enforcing these private covenants and they should not be considered when processing a <br />License request. <br /> <br />9. That if the HOA has more stringent provisions governing the keeping of and/or maintaining <br />animals on parcels, the HOA would be the responsible entity to legally enforce those <br />provisions. <br /> <br /> <br />
