PECIAL COUNCIL MEETING/7-25-78 SPECIAL COUNCIL MEETING CITY OF RAMSEY COUNTY OF ANOEA STATE OF MR~SOTA A special meeting of the Ramsey City Council ~;as held on July 25, 1978, at Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey ~ 55303 Present: ]~yor Cox Councilman Gamec Councilman Mickelson Councilman Muller Councilman Reimann Also Present: Attorney Goodrich Engineer Raatikka Administrator Schnelle ~yor Cox called the special meeting to order at 9:10 p.m. and led the Pledge of Allegiance to the Flag. M~yor Cox anno~mced the purpose of the special meeting is to make a decision in regard to the feasibility studies and proposed blacktop street improvement project. Discussion held on whether to assess front foot or per unit. Consensus of the Council is to assess per unit basis.over a ten yemr period. Motion by Gamec, seconded by Mickelson to adopt Resolution No. 13 ordering bituminous surfacing 'for the streets in the plat of Menkveld's Country Park, with bid opening to be held on August 21, 1978. Motion by Reimann, seconded by ~Hckelson to adopt Resolution No. 14 ordering bituminous surfacing for the streets in the plat of Greenland Hills'No. 2 with bid opening to be held on August 21, 1978. Discussion held on Whispering Pines Estates. Council tabled the Whispering Pines Street Improvement request. It was noted that ~. &Mrs. Steven Wolski, 16207 Zirconium Street and Phyllis Drexler, 6505 162nd Avenue ~ere against the street improvement. Discussion held on Azurite, Zirconium, Yttrium area project. Motion by Reimann, seconded by l~ckelson to adopt Resolution No. 1 5 ordering bituminous surfacing for streets located in the East 1/2 of the NE 1/4 of Section 15, T~np 32, Range 25 and the SE 1/4 of SE 1/~ of Section 10, Twnsp 32, Range 25, Azurite, Zirconium, Yttrium, 162nd Avenue, 164thLane and 166th Lane. Bid opening to be held on August 21, 1978. Traffic control petition between Co. Poad 83 and Pnma presented 7/23/78. ~'~tion by Gamec, seconded by Muller to adopt Resolution No. 16 requesting the Highway Department to install 30 mph speed l~E~t signs on 153rd Avenue between County Road 83 and Pnma Street 5 Ayes 5 Ayes 5 Ayes 5 Ayes Personnel Committee recommendation.
