PUBLIC HFARING/7-25-78 <br />Street Improvement <br />Whispering Pines Estates <br /> <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE CF MINNESOTA <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />p~blic hearing on July 25, 1978, ~t Ramsey Municipal Center, 15153 Nowthem <br />Boulevard N.W., Ramsey, MN 55303 <br /> <br />Present: <br /> <br />Mayor Cox <br />Councilman Gamec <br />Councilman Mickelson <br />Councilman Muller <br />Councilman Reimann <br /> <br />Also Present: Attorney Goodrich <br /> Engineer Sha <br /> Administrator Schnelle <br /> <br />Mayor Cox c~lled the public hearing to order at 7:50 p.m. and led the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Cox announced the purpose of the public hearing is to consider a <br />street improvement for Whispering Pines Estates and this hearing is for <br />input from property owners in Whispering Pines Estates in regard to the <br />improvement. <br /> <br />Mr. Sha ~resented the feasibility study. The to~al cost ~ the improvement: <br />$115,000; total units, 513; cost per unit, $~017.70; over a ten year period- <br />annual cost ~44.90 and over a 15 year period - annual cost $111.73. <br /> <br />Citizen Input <br /> <br />A resident of Whi~pering Pines asked if they have a choice to pay the assessment <br />or have it put on tax roles and can it be paid in part. <br /> <br />Mr. Sha said most counties will give you an opportunity to pay in part. He <br />explained the bonding procedure. <br /> <br />Mr. Kaiser asked how long it will be before the City gets ~ater and sewer. <br /> <br />Mr. Sha said between 15 to 20 years. He explained the CAB interceptor and <br />said it would depend somewhat on the kind of problems created by ground water <br />pollution, etc. <br /> <br />Mr. Davis asked what is projected to be incurred in taxes for maintaining <br />the roads. <br /> <br />~yor Cox replied that the City does not intend to budget anything additional <br />for maintaining roads.. <br /> <br />A resident ~ho lives in the cul de sac on 154th Ave said all the water settles <br />in the middle of the area, won't the road have to be built up to equal out the <br />problem° <br /> <br />Mr. Sba replied that this project will not solve drainage problems. <br />be raised 4 to 5 inches with the project. <br /> <br />Pat Martin asked ~hen they could plan on having the streets in. <br /> <br />The road ~ill <br /> <br /> <br />
