TO: Mayor g City Council Members <br /> <br />FROM: City Administrator <br /> <br />RE: Council Agenda Items for New Business <br /> <br />Enclosure: (1) <br /> <br /> (2) <br /> (3) <br /> (4) <br /> <br />City Attorney's letter dated July 10, 1978 <br /> <br />Clayton Berg's Administrative Review Report dated July 7, 1978 <br />Planning Commission minutes dated July 10, 1978 <br /> <br />Flood Plain Ordinance for City of Champlin <br /> <br />Department of Housing and Urban Development letter dated <br />July 10, 1978 <br /> <br />CASE 1: <br /> <br />TRAFFIC CONTROL PETITION requesting 30 mile per Hou~ Speed Zone be <br />established 153rd Avenue between Couqty Road 83 and Puma Street: <br />The Chief of Police mecommendation: <br />This is a'residential street even though it serves as a feeder road <br />from the residential area west of County Road #83 out to #83. It <br />is not a long street and a 30 mph limit would not 'be restrictive. <br />As I have stated before, the signs will serve only to remind those <br />who care and will not actually slow the traffic, but the Police <br />Department will attempt to use radar as often as possible or <br />practicable to enforce a 30 mph limit. Petition will be available <br />at the Council meeting for your review. <br /> <br />CASE 2: <br /> <br />KENNEL HYGIENE REGARDING BLAINE MIDWAY ALL PETS - Mr. Wax (Blaine- <br />Midway All Pets, Inc.) will be present to discuss with the Council <br />about the complaints the City has received on his kennel operation. <br />Dr. Brunnel hopes to be able to be present on this matter. Council <br />has received a memo dated June 5, 1978 on this from Mr. Berg. Please <br />refer to Enclosure (1) this memo for City Attorney's letter to Mr. <br />Wax. <br /> <br />CASE 3:,J HIRING OF POLICE OFFICER TO FILL VACANCY: The Police Chief will <br /> submit a list of names for Council to review in the selection of <br /> a police officer. This list will be available Monday night. <br /> <br />CASE 4: <br /> <br />MATE, PUNCH g DIE, INC. REGARDING WAIVER ON SPRINKLER: From <br /> <br />Clayton Berg, Building Official: In reviewing the plans for the <br />proposed Mate, Punch, and Die addition I. determined according to <br />Chapter 38 of the Uniform Building Code that a sprinkler system <br />would be required. They, however, maintain that inasmuch as <br />municipal water is not available, the requirements for a sprinkler <br />system should be waived at this time. <br /> <br />As the local Building Official, I do have the authority to grant <br />such a waiver, However, I will not unless directed to do so by the <br />City Council. <br /> <br />CASE 5: <br /> <br />LAWCON PARK GRANT APPLICATION: The Park Board will be submitting <br />preliminary LAWCON Park Grant application.
