TO:

FROM:

RE:

DATE:

Mayor and City Council

Building Official
Complaint on Blaine-Midway

June 5, 1978

Mr. John Skelbred of Burns Township phoned on June 5, 1978, With
a complaint about Blaine-Midway All Pets. He was referred to Bill
Goodrich as he is the Acting City Administrator.

Bill Goodrich phoned back and asked that we check into it. Mrs.
Ruth DuShane of the Animal Humane Society was phoned and sire told
us the only way to solve the problem with Blaine-Midway was to
get the Vets in the area together and go out there and talk to
Mr. Greg Wax. (They have also received numerous complaints on
Blaine-Midway). Also, the Vets could tell Mr. Wax what he had to
do to shape the kennsl up so dogs wouldn't be contacting and
spreading diseases (like Kennel Cough - as Mr. Skelbred claims
his dog has contacted from Blaine-Midway). If he doesn't make
any attempts to combat this problem, Mrs. DuShane said. we should
threaten Mr. Wax with either cancelling his contract, non-renew of
his contract or non-payment of his bill.

I then called Dr. Brunnell of the Anoka West Pet Hospital. He In-
formed me that this problem goes back a long time. He has talked
to other Vets in the area and he feels the only way to combat the
problem is to boycott the place and not pay him until tire place is
straightened up. Dr. Brunnell did say he would call Greg Wax and
talk to him one more time and tell him he's acting on a request
from the City Hall and hopes that maybe this will do some good.
He did say this was all he would do as he has tried many times
with no avail. Also, he stated that if all the municipalities in
the area do this and stick to it then we could be effective in
solving this problem.

Having never been to Blaine-Midway I don't'know what the Conditions
are there personally. I know that we have received many complaints
about the conditions of the kennels and Dr. Brunnell stated to me
that he receives a ton of them every day.

In the event this fails then the only recourse we have left is to
not renew his contract or hold payment of his bill until conditions
are brought up to a better standard or one that is acceptable to
the Vets in the area.

CRB:sb
