recommendation is to build a multi -span bridge over the railroad at the current location of the <br />Trunk Highway 47 crossing. The proposed bridge would include two travel lanes with a multi- <br />use trail on the east side. <br />MRCCA Rules. (following is an email from Dan Petrik, Land Use Specialist/Shoreland and <br />River Related Programs). After seven years of rulemaking effort, the DNR today published the <br />rules for the Mississippi River Corridor Critical Area (MRCCA) in the State Register. We want to <br />sincerely thank you for your participation and ideas over the years. Without your comprehensive <br />review and thoughtful comments on the many draft rules, we would not have a rule package that <br />is balanced, fair, and supported by most interest groups. <br />With this milestone behind us, the implementation process will begin. As the first step in that <br />process, we would like to meet with you and other local government staff and officials to review <br />the adopted rules and discuss implementation. Please watch for an invitation in the next couple of <br />weeks to a meeting at the LMC office in late January or early February. We are working with <br />LMC staff to schedule the meeting, which will be an opportunity to: <br />• Review changes to the rules made during the public comment period <br />• Discuss our initial ideas and anticipated timeline for updating your MRCCA plans and <br />ordinances and hear yours <br />• Request your participation in a local government working group to provide guidance and <br />advice to the DNR throughout the implementation period <br />• Answer your questions about rule adoption and implementation and how both affect <br />property owners <br />One important point is that the rules are likely to take at least five years to implement. Until local <br />governments update their MRCCA ordinances, existing MRCCA ordinances and districts continue <br />to apply. Property owners should not be affected by the new rules until after ordinances are updated <br />and then, in most cases, only when they request a building permit. <br />The rules and related information are available on the DNR's program website. <br />Annual Boards and Commissions Recruitment. The annual recruitment process for terms <br />ending March 31, 2017 will be underway next week. There are two vacancies on the Planning <br />Commission. Incumbents on the E.D.A (Mr. Glen Hardin), E.P.B. (Ms. Jane Covart), and Park <br />and Recreation Commission (Mr. Russ Bayer and Mr. David Troy) are all seeking re- <br />appointment.
