Voting No: Councilmember Zimmerrnan. <br /> <br />Coul~cilmember Strorrm;en thanked all the parties involved in this long process. <br /> <br />Case #11: <br /> <br />Request for Final Site Plan Review of NAU Holdings L.L.C. Case of Sharp <br />and Associates <br /> <br />Assistant Community Development Director Trudgeon explained this final site plan complies <br />with the prelirninary site plan approved by the City Council on June 22, 2004, with respect to <br />Floor A2'ea Ratio, setbacks, pm'king, and landscaping requirements. The proposed development <br />also meetg the Public Realm/Streetscape, Site Development, and Architecture standards <br />established in the draft Town Center Development Guidelines. The grading, drainage, and utility <br />plans will need to be revised in accordance with the Staff Review Letter dated July 23, 2004. <br />The revised landscaping plan is acceptable. <br /> <br />Assistant Community Development Director Tmdgeon advised there have been some corrections <br />made to the development permit. The contract will be between NAU and the City, rather than <br />Mr. Sharp and the City. The other correction relates to the area outside of the development being <br />constructed by RTC, namely 145ti: Avenue. That is now in a separate development a~eement. <br />He noted Mr. Sharp would like to start this project as soon as possible. Typically several things <br />are ~.'equired to begin, which are the plat being required, signage, and pay2nents of fees and <br />escrows. <br /> <br />City Attorney Goodrich advised there is also a need for an allocation agreement between Ramsey <br />Town Center and the developer and an escrow a~'eement. · <br /> <br />Assistant Community Development Director Trudgeon explained it may take some time to <br />accomplish all these things. <br /> <br />City Attorney Goodrich advised the Council should be careful not to set a precedent. <br /> <br />Assistant Commmfity Developrnent Director Trudgeon advised in the past Projects have been <br />allowed to begin as long as certain standards have been met, such as the development a~-eement <br />being signed, a letter of credit, as well as the payment of inspection fees and any YVMO permits <br />that are needed. <br /> <br />Dennis Sharp of Sharp and Associates stated they are in the position at this time to write out the <br />check for the fees. He does not believe the City has the mylars at this time. He was hoping to <br />begin as soon as the City Attorney is able to review the mylars. <br /> <br />City Attorney Goodrich asked if there has been a closing with Ramsey Town Center yet. <br /> <br />-130- <br /> <br />City Council/July 27, 2004 <br />Page 18 of 35 <br /> <br /> <br />
