Assistant Public Works Director Otson suggested all of the requirements be included at this time. <br />Negotiations to remove some of the requirements will be completed prior to. adoption. <br /> <br />Counciln]elr~ber Kurak inquired about the relocation of the well. <br /> <br />Assistant Public Works Director Olson replied originally the well location was going to be to the <br />east of the pump house; however, when they put in Well 5 or Pump House 3 there was an impact <br />on the wells to the north. They then decided to move that well to the west, and found out there <br />might be some vibration issues with the railroad tracks. They did vibration testing and it turned <br />out ~'eat. It is turning out that site is pretty good, but there is always the possibility it could be <br />moved to the north. <br /> <br />The consensus of the Council was to h~clude all of the well head protection requirements, with <br />staff and the developer to discuss any requirements that may be removed prior to adoption of the <br />Zoning amendment. <br /> <br />Councih-nember Strolnmen commented staff can look at removing some of the requirements if <br />they are truly rednndant, but they should eh'or on the side of caution. <br /> <br />Councilmember Elvig concreted. <br /> <br />Motion by Councilmember Cook, second by Councilmember Elvig, to introduce an ordinance <br />adopting an amendment to the TC-2 Zoning District to allow for accessory gas uses subject to <br />certain performance standards with the following changes: <br /> " The second requi~:ement be changed to "Gas and convenience-item sales shall not <br /> comprise more than ~o, zo 25% of the gross receipts of the principal use business. <br /> · The addition of items a through g from Case #17 <br /> · The fifth requirement be changed to state "No fast food fi'anchise food operations can be <br /> cohtained in the area designated within the principal building for gas operation and <br /> convenience item sales. <br /> · The last requirement be changed to state "Gas operations shall constitute no more than <br /> three ~o~e! ~'~s~!ands with a limit of six indi'.'id~:'a! f~:e!ing areas dispensers. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmembers Cook, Elvig, Kurak, Pearson, <br />Strommen, and Zimrnerman. Voting No: None. <br /> <br />Case #14: <br /> <br />Request for a Conditional Use Permit to Operate a Drive-Thru in the TC-2 <br />Zoning District; Case of Ramdance, LLC <br /> <br />Assistant Community Development Director Trudgeon explained Ramdance LLC has a site plan <br />to construct a 53,000 square-foot ~'ocery store in the Ramsey Town Center. The grocery store <br />will contain a pharmacy that will have a drive-thru window for customers to pick up <br />prescriptions. The proposed grocery store is located in the TC-2 Town Center Zoning District. <br />The TC-2 District requires a Conditional Use Permit for uses with a drive-tltm.
