Observations: <br /> <br />On at least 3 occasions, the subject of regulating helicopter landings and takeoffs in Ramsey has <br />been discussed by the City Council. Per Council's direction, an ordinance was drafted by City <br />Staff that would require a conditional use permit and .Mn/DOT licensing of a personal use <br />heliport. That ordinance was for~varded to the Planning Commission for a public hearing on <br />May 6, 2004. Based on the results of the public hearing and the discussion of the Plarming <br />Commission, the following is a summary of the current draft of the conditional use permit <br />criteria and terms: <br /> <br />a) <br /> <br />b) <br /> <br />c) <br />d) <br />e) <br />f) <br />g) <br />h) <br />i) <br />J) <br /> <br />k) <br />l) <br /> <br /> minimum parcel size of 3 acres in residential districts; no minimum size in <br /> commercial and industrial areas; <br />400 foot minimum altitude over structures on adjacent residential and commercial <br />parcels; 200 foot minimum altitude over structures on adjacent industrial parcels; <br />signing of landing area; <br />i acceptable noise levels in accordance with Minnesota Rules; <br />aircraft operator is licensed; <br />heliport is licensed by Mn/DOT; <br />City authority to determine if the use will unduly endanger persons or property; <br />landing pads must be surfaced with bituminous or concrete; <br />restricted hours of operation in residential districts; <br />restriction on frequency of landings and takeoffs in residential and commercial <br />districts; <br />the applicant must provide proof of $1,000,000.00 liability insurance; <br />pre-existing uses must comply with the new regulations. <br /> <br />Regulation of Private and Public Use heliports would remain under the jurisdiction of Mn/DOT <br /> <br />Council Action: <br /> <br />Motion to introduce an ordinance to amend Chapter 9 (Zoning and Subdivision of Lined) of the <br />Ramsey City Code to establish regulations for the operation of personal use heliports in the City <br />limits. <br /> <br />Review Checklist: <br /> <br />Assistant Con-m~unity Development Director <br />Associate Planners <br /> <br />Copies To: <br /> <br />Police Chief <br /> <br />CC: 08/10/04 <br /> <br />-346- <br /> <br /> <br />
