CASE <br /> <br /> AUTHORIZE STAFF TO APPROVE TRANSIENT MERCHANT LICENSES, <br /> ADMINISTRATIVELY, RELATING TO GAME FAIR WEEKENDS <br /> By: Jo Thieling, City Clerk <br />Background: <br /> <br />Ramsey City Code defines Transient Merchant as any person, firm or corporation who engages <br />temporarily in the business of selling and delivering goods, wares, or merchandise within the <br />City, and who, in furtherance of such purpose, hires, leases, uses or occupies any building, <br />structure, vacant lot, motor vehicle, trailer or railroad car. This definition would describe <br />persons selling puppies, and anything else, on private property near Armstrong Kennels, where <br />the Game Fair is held annually, two weekends in August. Therefore, anyone engaging in such <br />activity would be required to purchase a transient merchant license from the City, at a cost of <br />$100. <br /> <br />In the past, the City has not enforced this requirement. However, the number of "transient <br />merchants" has increased yearly, and it is now becoming an issue of safety. People are setting <br />up on the boulevards and forcing pedestrians to walk out on the streets. By requiring a license, <br />the persons would be told where they can and cmmot set up for sales. Along with their license, <br />they will be given a copy of the City's Code relating to "transient merchants" plus information <br />from the Police Department about staying out of the right-of-way. <br /> <br />A Ramsey Police Officer visited everyone last weekend who was intending to sell things and <br />informed them of the City's requirement. Staff has received applications from four more <br />individuals thus far (apps attached), and expect there may be more during this week. Staff is <br />asking for Council to approve the license applications received and to authorize staff to <br />administratively approve the licenses we may receive later this week. Staff is requesting this <br />motion grant approval for future Game Fair weekends also. <br /> <br />Council Action: <br /> <br />Motion to approve Transient Merchant licenses for LeRoy Line, William Dold, Michael <br />Mordorski, and Nathan Nistler, to sell puppies in the Central Park area neighborhood. <br /> <br />and - <br /> <br />Motion to authorize City staff to administratively approve Transient Merchant Licenses for <br />Game Fair weekends, for this year and future years. <br /> <br />Reviewed by: <br /> <br />City Clerk <br />Police Chief <br /> <br />CC: 08/10/04 <br /> <br /> <br />
