Vice Chair Johnson expressed, with agreement from the other Commissioners, that they all agree
with Staff that a privacy fence would be appropriate.

Commissioner Van Scoy noted there is another tot that would also need access, and that access
would be even closer to County Road 116. He also noted he does not like the idea of cyclone
fencing around the other three sides of the property, and would want something decorative,
especially since this is close enough to the Town Center.

Vice Chair Johnson agreed, and noted the other parcel is currently being used as residential
properS, and that has to be considered.

Demetrius Jones, 7160 t40th Lane indicated he is Lot 4 north of the site plan, and his parcel is
adjacent to the proposed site. He stated he is concerned about the future 148th Avenue. He
explained his wife runs a licensed chi.ld care business from their home, and if a road is put in
there it would be 50 feet from his back lot line. He would prefer to see an entrance off Ramsey
Boulevard rather than have them build a new road next to his property and put an entrance off of
it.

Vice Chair Johnson advised that Staff and the County have not decided with the applicant yet
what will happen with the access, and he advised Mr. Jones to stay in touch with Staff during the
next few weeks.

Steve Schmidt, TSM Development indicated they were rD'lng to lay out this site the way they
were directed to when it was going to be townhomes. He stated the County said they did not
want access on Ramsey Boulevard, He indicated he would just as soon have their own entrance,
and would suggest they move the entrance to 147th Avenue, which would leave room for an
easement for the other property. He stated he would like to see action taken tonight, as we wants
to move for~vard with this. He noted the buildings would be designed to store RVs and large
boats, and he may sell some of the units for private storage facilities.

Mr. Sctm~idt advised he does not mind putting up a privacy fence, but would like consideration
for landscaping made if he adds that type of fencing. He stated there is a big stand of pine trees,
and he believes the fence will be inside those trees, and they will be able to leave most of them.
He indicated they want a secured facility,, and there will be on-site security twelve hours a day as
well. He advised he has owned the parcel for many years, and he knows there is a desire to have
town houses there now, but he does not want to compete with that market. He cmrunented there
would be more need for storage facilities with all the townhomes going in.

M.r. Scl2rfidt asked that the Con2nission take action tonight with the understanding he will ask
the County for access on 147 Avenue.

Assistant Community Development Director Trudgeon indicated Staff's initial thought would be
to stand by their original recommendation to table the request tonight. He stated the new access
would change the plan significantly, and everyone should see what they m'e getting before they

-48-

Planning Commission/July 1, 2004
