E. Chairperson. <br /> <br />The City Council shall appoint a Chairperson from the <br />appointed Commission members who shall serve a <br />term of one (1) year. The Commission may create and <br />fill such other offices as it may deem necessary for its <br />own administration. The Commission Chairperson <br />shall attend City Council meetings upon the request Of <br />the City Council. <br /> <br />F. Meetings. <br /> <br />The Park and Recreation Commission shall hold <br />regular meetings on the first and th/rd Thursdays of <br />each month. The Commission may hold as many <br />additional meetings per month as the City Council or <br />Park and Recreation Commission may deem necessary. <br />The Commission shall adopt rules for the transaction <br />of business and shall keep a record of its resolutions <br />and transactions. <br /> <br />G. Duties. <br /> <br />The Commission shall research and advise the City Council <br />concerning parks and recreation programs. (229A, 4-21-98) <br /> <br />Fees and deposits shall be reviewed by the <br />Commission on an annual basis and a recommendation <br />made to the City Council. <br /> <br />Section 2. City Park and Recreation Area Regulations. <br /> <br />The use and occupancy of all City parks and recreation areas owned, rented and/or leased <br />by and located in the City of Andover shall be subject to the following regulations: <br /> <br />A.. Abusive <br /> Language. <br /> <br />Persons engaged in offensive, obscene or abusive <br />language or boisterous and noisy conduct tending <br />reasonably to arouse alarm, anger or resentment <br />will not be allowed. <br /> <br />B. Advertising, <br /> Selling and <br /> Solicitation. <br /> <br />No advertising, unapproved selling or solicitation is <br />allowed. An Exclusive Use Permit may be approved <br />by the City Council and issued by the City Clerk for <br />the selling of food, alcoholic or non-alcoholic <br />beverages as established in City Council resolution. <br /> <br />C. Alcoholic <br /> <br />Beverages. <br /> <br />Consumption or possession of alcoholic beverages <br />is not permitted unless a permit is obtained under <br />Section 2(B).
