TSM Development is proposing to build a mini-storage facility on the replat of Outlet A, Regency Ponds. The site is 4.8 acres. Regency Ponds has a large park on the east side of the plat and there are large parks north and south of the plat. Parks/Utilities Supervisor Riverblood stated the developer is proposing mini storage. There are a number of issues with the site and is not assured that it will go through. Commissioner Shryock asked why there is a difference in trail fees amount. Parks/Utilities Supervisor Riverblood stated they have updated their trail prices in the last three months and he thought an old rate was used. The case states the correct amount. Motion by Commissioner Pontius, seconded by Commissioner Lehman to recommend to City Council that it accept Park Dedication in the amount of $20,908.80 and Trail Dedication in the amount of $5,232.00 for TSM Development. Motion carried. Voting Yes: Chairperson Johns, Commissioners Pontius, Lehman, Olds, Ostrum and Shryock. Voting No: None. Absent: LaMere.- Case #4 Park and Trail Dedication for Rotary Systems Parks/Utilities Supervisor Riverblood explained Rotary Systems is proposing to construct a building on Lot 2, Block 1 Sunfish Lake Business Park 2nd Addition. The lot is 2.13 acres. The site was owned and platted by the City in 2003. The collection of park and trail fees was deferred until sale of the lots and is to be made part of the Tax Increment Financing ageement made for the sale of each lot. Park dedication can be met by land or cash contribution. The land dedication would be 10% or approximately 9,000 sq. ft. Accepting land would provide recreation space for those employed in this business and other neighboring businesses; however it would decrease the space available for the building, parking, and storm water pending and landscaping. A small isolated park becomes a maintenance issue for the City, it requires the same amount of time to load and unload mowing equipment as it is moved between parks, and however, the efficiency of the staff and the area covered increases as the size of the park increases. Creating a number of small isolated parks will increase the time required to mow and maintain the parks. Creation ora small isolated park does not seem prudent at this time. Acceptance of cash park and trail dedication will provide funds that the City can use to improve existing parks and trails or to develop new larger parks that would serve this area. Motion by Commissioner Lehman, seconded by Commissioner Pontius, to recommend to City Council that it accept Park Dedication in the amount of $9,278.28 and Trail Dedication in the amount of $2,321.70 for Rotary Systems.
