TSM Development is proposing to build a mini-storage facility on the replat of Outlet A, <br />Regency Ponds. The site is 4.8 acres. Regency Ponds has a large park on the east side of the plat <br />and there are large parks north and south of the plat. <br /> <br />Parks/Utilities Supervisor Riverblood stated the developer is proposing mini storage. There are a <br />number of issues with the site and is not assured that it will go through. <br /> <br />Commissioner Shryock asked why there is a difference in trail fees amount. Parks/Utilities <br />Supervisor Riverblood stated they have updated their trail prices in the last three months and he <br />thought an old rate was used. The case states the correct amount. <br /> <br />Motion by Commissioner Pontius, seconded by Commissioner Lehman to recommend to City <br />Council that it accept Park Dedication in the amount of $20,908.80 and Trail Dedication in the <br />amount of $5,232.00 for TSM Development. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Pontius, Lehman, Olds, <br />Ostrum and Shryock. Voting No: None. Absent: LaMere.- <br /> <br />Case #4 <br /> <br />Park and Trail Dedication for Rotary Systems <br /> <br />Parks/Utilities Supervisor Riverblood explained Rotary Systems is proposing to construct a <br />building on Lot 2, Block 1 Sunfish Lake Business Park 2nd Addition. The lot is 2.13 acres. The <br />site was owned and platted by the City in 2003. The collection of park and trail fees was <br />deferred until sale of the lots and is to be made part of the Tax Increment Financing ageement <br />made for the sale of each lot. <br /> <br />Park dedication can be met by land or cash contribution. The land dedication would be 10% or <br />approximately 9,000 sq. ft. Accepting land would provide recreation space for those employed <br />in this business and other neighboring businesses; however it would decrease the space available <br />for the building, parking, and storm water pending and landscaping. A small isolated park <br />becomes a maintenance issue for the City, it requires the same amount of time to load and unload <br />mowing equipment as it is moved between parks, and however, the efficiency of the staff and the <br />area covered increases as the size of the park increases. Creating a number of small isolated <br />parks will increase the time required to mow and maintain the parks. Creation ora small isolated <br />park does not seem prudent at this time. Acceptance of cash park and trail dedication will <br />provide funds that the City can use to improve existing parks and trails or to develop new larger <br />parks that would serve this area. <br /> <br />Motion by Commissioner Lehman, seconded by Commissioner Pontius, to recommend to City <br />Council that it accept Park Dedication in the amount of $9,278.28 and Trail Dedication in the <br />amount of $2,321.70 for Rotary Systems. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Lehman, Pontius, Olds, <br />Ostrum and Shryock. Voting No: None.
