October 2, 1978 RAMSEY PI3~NN/NG AND ZONING COMMISSION F17~DINGS OF FACT, RE: FAITH BAPTIST CHURCH O3NDITIONAL USE PERMIT APPLICATION FINDINGS OF FACT 1. Faith Baptist Church crmmenced using a former single family dwelling located at 15328 Hematite Street N.W., Anoka, Minnesota, as a church in 1975. 2. In 1975 the property located at 15328 Hematite Street N.W., was in an R-1 residential district. 3. In 1975 the then Ramsey Zoning Ordinance provided that a church w-as a permitted use in a residential zone. 4. Prior to the use and occupancy of the building at 15328 Hematite as a church, Ramsey required certain structural, and inside construction modifications in acoord with the state building code regulations.~ 5. In January, 1978 Ramsey adopted a new zoning ordinance which provides that a church is not a permitted use in the R-1 (Residential) district. 6. On ~ O ? ;~_~ [4 ?Ythe building located at 15328 Hematite Street N.W., was substantially destroyed by a fire and does require reconstruction. 7. The property located at 15328 Hematite Street N.W., continues to be located. in the R-1 Residential zone. 8. On August 16, 1978 Faith Baptist Church applied for a conditional use permit from Ramsey for the construction of a church building as well as reconstruction of the original building on the site to be used as a parsonage or in the alternative reconstruct the original building but increase its size and change its design so as to'be more church like in appearance. 9. The applicant's property located at 15328 Hematite Street N.W., is 600' x 297' in size and fronts on Hematite Street, N.W. 10. Ramsey's zoning Code Chapter 170.01 provides amongst other things for (1) non-conforming uses (170.014A) (2) minimum lot width 170.013D(1) (3) regulations in the issuance of conditional use permits (170.016)
