[ Minnesota Po[ u ion Conirol Agency <br />k'~.-:;.{ ~....~.~;' September 29, 1978 <br /> <br />Metropolitan Area Governmental Units <br /> <br />To Whom It May Concern: <br /> <br />Over the past two years, you have received numerous documents from <br />the Metropolitan Council (MC) concerning their 208 or Water Quality <br />Management (WQM) planning efforts. You should recently have received <br />their Draft 208 Plan and notice of the date by which comments on the <br />draft are to be submitted. This Draft 208 Plan together with the <br />comments received will be the subject of a public hearing in late <br />November. After the public hearing, a Final 208 Plan will be sub- <br />mitted to the Minnesota Pollution Control Agency (MPCA) for review, <br />approval, and incorporation into the State WQM Plan. <br /> <br />As the agency responsible for 208 planning in the state of Minnesota, <br />the MPCA would like to impress upon you the importance of the MC 208 <br />Plan and the necessity of your involvement in its review. Once the <br />MC 208 Plan is approved by the state of Minnesota, all subsequent 201 <br />(facilities) planning and National Pollutant Discharge Elimination <br />System (NPDES) permits must be consistent with it. The MC 208 Plan <br />details such things as population and waste flow projections, treat- <br />ment plant needs, both present and future, and the entities responsi- <br />ble for the various planning and management phases of waste manage- <br />ment systems. It is important that you review the plan and understand <br />how your community or enterprise fits in and is affected by the plan. <br />We encourage you to comment to the MC on the Draft 208 Plan as well <br />as on the Final 208 Plan at the public hearing. In this way, your <br />specific concerns can be taken into account when the MPCA reviews <br />the Final 208 Plan.
