Regular Council <br /> Page 2 <br /> December 18, 1978 <br /> <br />Mr. Sha's concerns as well as what had been discussed at a previous <br />meeting. Mr. Cox felt another letter should go to the P.C.A. request- <br />ing a better explanation with a copy to the Governor Elect. <br /> <br />COUNCIL OLD BUSINESS <br /> <br />RAMSEY 67 VARIANCE FEE OVERCHARGE; CASE OF MARV EGGUM <br /> <br />Motion by Councilman Gamec and seconded by Councilman Muller to approve <br />the refund in the amount of $160.00 to Mr. Mary Eggum for variance fees <br />that were paid by him but the variances were never processed. <br /> <br />Motion carried. Voting yes Councilman Gamec, Councilman Reimann, Council- <br />man Muller and Mayor Cox. Voting no None. <br /> <br />ABOLISHMENT OF RURAL SERVICE AREA ZONING DISTRICT <br /> <br /> A general discussion was heir as to whether changing the lot sizes in the <br /> Rural Service Area would require any ordinance changes. Attorney Goodrich <br /> stated he felt there would be no changes but he will research this item <br /> prior to publication of the notice. Ken Peterson, Chairman of the Planning <br />and Zoning Commission felt the biggest problem with the Rural Service Area <br />~as~3t-pr~ees~tly exists is the subdivision of properties by metes and bounds. <br /> The Council directe~the City AttOrney to prepare a legislative bill that <br /> would require plattin~of all areas for development in cities such as <br /> Ramsey and to contact the appropriate individuals to sponsor such a bill. <br /> <br /> A public hearing to consider the reduction of the lot sizes for the Rural <br /> Service Area was set for Monday, January 22, 1979. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />CONDITIONAL USE PERMIT IN UMB ZONING DISTRICT TO MANUFACTURE TRAILERS AND <br /> <br />SALE OPERATION; CASE OF PHILLIP KERSSEN; <br /> <br />A discussion was held in regards to Mr. Kerssen's conditional use permit. <br />Mr. Peterson explained some of the problems he felt could arise and dis- <br />cussed the auto sales and service license. <br /> <br />Councilman Gamec felt more screening should be required. <br /> <br />Attorney Goodrich noted that zoning took precedent over any license that <br />may have been issB. ed. f~ <br /> <br />City Attorney ~ stated he felt problems could be created with no <br />way to control them. <br /> <br />Councilman Gamec felt this should be tabled until Mr. Kerssenmade another <br />presentation as to what he really wants to do. <br /> <br />City Attorney Goodrich felt he and City Administrator Schnelle should meet <br />with Mr. Kerssen and spell out exactly what he wants to do as well as ex- <br />plain to him what could potentially happen with a conditional use permit. <br /> <br /> <br />
