However, <br />Council will be guided by 170.019 of the Zoning and subdivision <br />ordinance which in this case requires a four-fifths vote by t~e <br />Council. <br /> <br />EXTENSION OF TIME .REQUESTED ON PINEVI~q ESTATES; CASE OF JACK <br />5mNKVELD (g. M. iNVESTMENT): <br /> <br />They are requesting an extension of time to get their financing <br />in order. However, they do need official Council approval for <br />the extension of time as required by paragraph 170.0310C of <br />the City Code. Jack Menkveld will be present to discuss this <br />with the City Council. <br /> <br />CONDITIONAL USE PE~llT IN UMB ZONING DISTRICT TO MANUFACTURE <br /> <br />TRAILERS AND SALES OPERATION; CASE OF PHILLIP KERSSEN: <br /> <br />Background: The following information is submitted for your <br />review and information: <br /> <br />a. Enclosure (D2-d) Mr. Kerssen's application for a conditional <br />use permit. <br />b. Enclosure (D2-e) Planning Commission public hearing minutes <br />dated December 11, 1978 <br />c. Enclosure (D2-f) Plarming Commission minutes dated December 11, <br />1978. <br /> <br />Council at their meeting on December 18, 1978, did not take any <br />action because Mr. Kerssen was not present and further because <br />they were just not quite surewhat Mr. Kerssen really wanted to <br />do if granted the above request. Consequently, they requested <br />I meet with Mr. Kerssen and find out what he wanted to do. <br /> <br />I met with ~@. Kerssen on Friday, January 5, 1979 and went over <br />his request. He states that he wants the conditional use permit <br />to allow him to do the following: <br /> <br />1) Manufacture trailers at his residence as he has previously <br />explained. <br />2) Operate a sales of trailers at his residence as previously <br />explained. <br />3) To be able to accept trade-ins (used farm equipment, possibly <br />cars) in the sale of a new trailer. <br />4) Be able to repair the trade-in equipment (used farm equipment) <br />for resale at his place of residence. <br /> <br />City Administrator's Comments: I believe Mr. Kerssen is very <br />sincere when he states he won't create a blight. However, this <br />will be a very difficult thing for him and the City to manage in <br />future years and especially if his business grows and he gets <br /> <br /> <br />
