CITY OF RAMSEY
COUNTY OF ANOKA
STATE OF MINNESOTA

Pursuant to due call and notice thereof, the Ramsey City Council held
a public hearing in regards to the adoption of Revenue Sharing Budget
on December 11, 1978 at the RamseyMunicipal Center, 15153 Nowthen
Blvd., N.W., Ramsey, Minnesota 55303.

Mayor Cox called the public hearing to order at 7:43 P.M~ and led the
Pledge of Allegiance to the Flag.

Present:

Councilman Mickelson
Councilman Reimann
Councilman Muller
Mayor Cox

Also Present:

Administrator Schnelle

Councilma~ Gamec arrived at 8:05

Mayor Cox reviewed the previous recommendation for use of revenue sharing
funds which were:

Titterud Park
Grader Pay-off
Drainage Study

$35,000.00
40,000.00
5,000.00

A general discussion of ideas on how to use the funds followed. One idea
was of reducing the park amount and using the fonds to finish off part of
the downstairs of City Hall for use by different clubs, meetings, etc.

Another idea was a thoroughfare study for the City. City Administrator
Schnelle showed the Council a map of the City streets and explained that
down in years the City could have problems, m.e., fire protection, police
protection. An amount of $10,000 for a thoroughfare study was mentioned
and the Council felt that was too much and not necessary. The traffic
pattern of the City was discussed.

Councilman Reimannmentioned the possibility of buying more land around
the City Hall.

Councilman Gamec felt that the finishing of the downstairs could be done
.with two rooms possible and a bathroom.

Councilman Mickelson stated the Saddle Club has a concern for the horse
arena on County Road #56. (This is located in the Titterud Park land
and would either have to be relocated or made a part of the park.) The
club has stated it makes no difference to them if they are there or
somewhere else so long as they can have one.

Councilman Mickelson felt that paying off the grader we were not gaining
interestwise.
