METROPOLITAN COUNCIL <br />300 Metro Square Building, Saint Paul, Minnesota <br /> <br />December 27, 1978 <br /> <br />MEMORANDUM <br /> <br />TO: CAB Facility Study Committee <br /> <br />FROM: Lee Starr <br /> <br />SUBJECT: CAB Interceptor - Year-End Update <br /> <br />EXHIBIT ~ 1 <br /> <br />The following summarizes the status of several Metropolitan Council <br />and Metropolitan Waste Control Commission activities affecting the <br />CAB interceptor. <br /> <br />208 Water Quality Management Policy Plan <br /> <br />The Metropolitan Council has set January 25, 1979, at 2:00 p.m. and <br />7:00 p.m., hearings on the final draft of the proposed 208 plan. As <br />indicated by the attached portion of that plan, the MWCC is being <br />directed to evaluate several alternatives for serving Anoka, Ramsey, <br />Champlin and a portion of Andover. Based on this analysis , the <br />MWCC is to provide a recommended alternative in its March 1980 <br />Development Program. <br /> <br />I have also attached another portion of the 208 draft which has <br />implications for the alternatives study. This relates to the <br />Systemwide Analysis and Assessment Study being conducted by the <br />MWCC. This study will evaluate whether local costs should be <br />included in cost effective analyses of various alternatives. This <br />determination will ha~e an obvious impact on the assessment~of <br />alternatives during the 201 Northwest Area Study. <br /> <br />201 Facilities Planning-Northwest Area Study <br /> <br />This study responds to the direction contained in the 208 plan <br />recommendation. This study will be conducted by the MWCC using <br />the consultant team of Consulting Engineers Diversified and CH2M <br />Hill. The MWCC is currently waiting for final approval for this study. <br />from PCA and EPA. This approval is expected in early 1979. When <br />finai PCA/EPA approval occurs, a meeting will be scheduled with <br />elected officials of the CAB area conm~unities and the CAB Study <br />Committee to provide a briefing on what the study will cover and the <br />involvement of the CAB Committee. <br /> <br />CAB Interceptor: Anoka Segment - Plans and Specifications <br /> <br />Plans and specifications for the Anoka segment are expected to be <br />completed for MWCC review in December 1978. The MWCC currently <br />anticipates submitting plans and specs for Metro Council approval in <br />late January or early February 1979. During the Metro Council review <br />of these plans and specs, careful attention will be given to the <br />construction scheduling for the Anoka segment. Particular attention <br />will be given to the MWCC's continued efforts to obtain state and <br /> <br /> <br />
