METROPOLITAN COUNCIL 300 Metro Square Building, Saint Paul, Minnesota December 27, 1978 MEMORANDUM TO: CAB Facility Study Committee FROM: Lee Starr SUBJECT: CAB Interceptor - Year-End Update EXHIBIT ~ 1 The following summarizes the status of several Metropolitan Council and Metropolitan Waste Control Commission activities affecting the CAB interceptor. 208 Water Quality Management Policy Plan The Metropolitan Council has set January 25, 1979, at 2:00 p.m. and 7:00 p.m., hearings on the final draft of the proposed 208 plan. As indicated by the attached portion of that plan, the MWCC is being directed to evaluate several alternatives for serving Anoka, Ramsey, Champlin and a portion of Andover. Based on this analysis , the MWCC is to provide a recommended alternative in its March 1980 Development Program. I have also attached another portion of the 208 draft which has implications for the alternatives study. This relates to the Systemwide Analysis and Assessment Study being conducted by the MWCC. This study will evaluate whether local costs should be included in cost effective analyses of various alternatives. This determination will ha~e an obvious impact on the assessment~of alternatives during the 201 Northwest Area Study. 201 Facilities Planning-Northwest Area Study This study responds to the direction contained in the 208 plan recommendation. This study will be conducted by the MWCC using the consultant team of Consulting Engineers Diversified and CH2M Hill. The MWCC is currently waiting for final approval for this study. from PCA and EPA. This approval is expected in early 1979. When finai PCA/EPA approval occurs, a meeting will be scheduled with elected officials of the CAB area conm~unities and the CAB Study Committee to provide a briefing on what the study will cover and the involvement of the CAB Committee. CAB Interceptor: Anoka Segment - Plans and Specifications Plans and specifications for the Anoka segment are expected to be completed for MWCC review in December 1978. The MWCC currently anticipates submitting plans and specs for Metro Council approval in late January or early February 1979. During the Metro Council review of these plans and specs, careful attention will be given to the construction scheduling for the Anoka segment.
