The proposed site does not meet the area requirements of the <br /> City Code for business lots in the transition area. However, <br /> the site may be developed if it was a lot of record at the <br /> time the City Code was adopted, and provided that the develop- <br /> ment is in conformance with the other requirements of the <br /> Code. <br />4 . In addition to not meeting the 60 feet side yard setback as <br /> discussed at your last meeting, the proposed building does <br /> not meet the 35 feet rear yard setback. <br />5. The City Code requires that all businesses provide one parkZ <br /> ing stall per 200 square feet of floor area. On this basis <br /> the proposed building would require 178 parking stalls unless <br /> a variance is granted. <br />6. The proposed development does not meet the off-street loading <br /> requirements Cf one 50 feet off-street loading berth for.the <br /> first 10,000 square feet and one additional berth per each <br /> 25,Q00 square feet as stated in 170.014D of the City Code. <br />7. Based on the Anoka County Soil Survey, the soil on the site is <br /> a Dickman sandy loam, which is suitable for on-site disposal <br /> systems. However, Article.170.041 of the City Code states <br /> that 25 percent of the lot area in the transition area of the <br /> City be available for construction of an on-site sewage disposal <br /> system or duplication of that system.
