The proposed site does not meet the area requirements of the
City Code for business lots in the transition area. However,
the site may be developed if it was a lot of record at the
time the City Code was adopted, and provided that the develop-
ment is in conformance with the other requirements of the
Code.
4 . In addition to not meeting the 60 feet side yard setback as
discussed at your last meeting, the proposed building does
not meet the 35 feet rear yard setback.
5. The City Code requires that all businesses provide one parkZ
ing stall per 200 square feet of floor area. On this basis
the proposed building would require 178 parking stalls unless
a variance is granted.
6. The proposed development does not meet the off-street loading
requirements Cf one 50 feet off-street loading berth for.the
first 10,000 square feet and one additional berth per each
25,Q00 square feet as stated in 170.014D of the City Code.
7. Based on the Anoka County Soil Survey, the soil on the site is
a Dickman sandy loam, which is suitable for on-site disposal
systems. However, Article.170.041 of the City Code states
that 25 percent of the lot area in the transition area of the
City be available for construction of an on-site sewage disposal
system or duplication of that system. In the case of the pro-
posed development only 5 percent of the lot is available for
on-site sewage disposal systems.

keith caswell jr. ~; darrell schneider ~ richard sha
