-3- <br /> <br />The City Council has consistently held to the position that the landfill in <br />that location is a reality and that the City's best interests lie in ensur- <br />ing that it is properly completed. The worst possible danger to the ground <br />water in the area would result from abandonment of the landfill in its <br />present condition. <br /> <br />It is for that reason that we are particularly sensitive to the need for the <br />kind of ground ~ater monitoring program that will lead to the earliest <br />possible detection and control measure rather than waiting for a massive <br />ground water pollution problem that cannot be contained. <br /> <br />As we have viewed your Agency's past activities in this program, we see <br />your staff leaning toward the interests of the landfill operator at the ex- <br />pense of the public. At this point we have no reason to believe that the <br />incentives for this persuasion involve anything other than professional <br />judgement. <br /> <br />We believe that the public deserves a ground water monitoring program that <br />will offer a reasonable level of protection. We have offered both our <br />criticism of your past program and constructive suggestions for an improved <br />program in good faith. If Mr. Clark's arrogant rejection of our efforts <br />represents the Agency's final views on the question, it is our intent to <br />make every effort to have control of ground water pollution transferred <br />to an agency that is morally and scientifically capable of implementing <br />a program in the public interest. <br /> <br />Sincerely, <br /> <br />Arnold L.
