XIV. <br /> <br /> That because the Respondents have refused to issue said <br />Building Permit to Petitioner and not allowed subdivision by .the <br />Petitioner of the property described in Paragraph 3 hereof, the <br />Petitioner has been unable to complete building the structure on <br />the land described in Paragraph 10. <br /> <br /> XV. <br /> <br /> That the Mayor and City Council's action in refusing to issue <br />a Building Permit is arbitrary and capricious. <br /> <br /> WHEREFORE, your Petitioner, who has made no other application <br />therefor, prays that a writ of mandamus issue, commanding the said <br />city of Ramsey and the City of Ramsey Building Inspector to issue a <br />Building Permit to the Petitioner for the structure on the land' <br />described in Paragraph 10 hereof and %o permit %he subdivision of <br />said land according to the legal descriptions contained in.
