(See Naps 3 and <br />5, lg78 Report on Comprehensive S~er Plan). The area, consequently, has been '~ <br />elindnated f~m any long-range plannlng for conventional sanitary sewer service <br />through the Mt,~CC ssstem. ..-. <br /> <br />~n the c~t~'s Comprehensive Sewer Plan tt was. also detemlned :that the cap~cit~ ' <br />allocation proposed tn the Anoka Interceptor for Ramses will acco~odate <br />development of the urban and transition ar~as, but only the already-developed <br />porttons of the Rural Servfce Area. <br /> <br />Accordingly, the ma~or negattve tmpact of eltm~natfng the Rural Service A~ <br />designation ~s thzt, If and when sanltar~ sewer servtce ~s ~quf~d to cu~entl~ <br />undeveloped port~ons of that area, tt ur11 be necessary to provide.either storage <br />and discharge of sewage to the ctty syst~ during off-peak periods or separate <br />trea~ent facilities utth effluent discharge to Trott Brook or the Rum Myer. Thfs <br />ts not felt to be an 1nsu~untable probl~, however, and must be weighed'against <br />any post tire Impacts of the change. <br /> <br />~t can be concluded that storage and off-peak discharge wt11 result tn a ~st to <br />property developed ~n that ama that will be so.what higher than costs tn the <br />r~atnder of the city.
