Dear Council Members: As requested at your January 8, 1979 council meeting, we have reviewed the alternatives available for financing the above referenced project and are submitting this letter as a supplement to that report. In addition, we have revised the number of assessable units from 221 to 222 as shown on the attached location map (Exhibit A)o In reviewing the City's Street Assessment Policy, Variolite Street N.W. is defined as a thoroughfare street which i.s not subject to assessments. However~ as stated on page 7 of the feasibility study, the principal benefit accrues to the area that will use Variolite Street NoW~ as a collector street for access to County Road 56 (Ramsey Boulevard) and inasmuch as the MSAS program is intended for only relieving the city a portion of street improvement costs, the area receiving direct benefit should bear a .portion of the cost. In the case of Variolite Street N~W~ this cost could be the amount not covered by MSAS funds or an amount up to the amount required to upgrade the street to residential street standards. Presently the cost of upgrading streets to residential standards under normal conditions is approximately $1I per linear foot which would amount to $87,120 for Variolite Street N.W.'
