(See Maps 3 and <br />5, 1978 Report on Comprehensive Sewer Plan). The area, consequently, has been <br />eliminated from any long-range planning for conventional sanitary sewer service <br />through the MWCC system. <br /> <br />In the city's Comprehensive Sewer Plan it was also determined that the capacity <br />allocation proposed in the Anoka Interceptor for Ramsey will accommodate full <br />development of the urban and transition areas, but only the already-developed <br />portions of the Rural Service Area. <br /> <br />Accordingly, the major negative impact of eliminating the Rural Service Area <br />designation is that, if and when sanitary sewer service is required to currently <br />undeveloped portions of that area, it will be necessary to provide either storage <br />and discharge of sewage to the city system during off-peak periods or separate <br />treatment facilities with effluent discharge to Trott Brook or the Rum River. This <br />is not felt to be an insurmountable problem, however, and must be weighed against <br />any positive impacts of the change. <br /> <br />It can be concluded that storage and off-peak discharge will result in a cost to <br />property developed in that area that will be somewhat higher than costs in the <br />remainder of the city. If separate treatment facilities are permitted by the <br />appropriate regulatory agencies, the city may be required to own and operate them, <br />if the area remains outside the MWCC service area. <br /> <br />keith caswell jr. ti darrell schneider ~ richard sha <br /> <br /> <br />
