Increased exposure of locally adopted plan to all concerned parties, both public and <br /> private (other levels of government, local banks and real estate brokers) is needed. <br /> Responsibility: Local units of government have the primary responsibility to <br /> pUblicize ahd enforce their plans and programs. <br /> <br />Do Regulations of health, safety, etc., are frequently applied to the rural area that <br /> conflict with or hinder agricultural production. <br /> Responsibility: Agencies responsible for the adoption and enforcement of these <br /> regulations must consider agriculture a primary factor and must be supportive of it <br /> in their regulations. <br /> <br /> RECOMMENDATION 10: County, metro, state and federal units of government and <br /> agencies preparing plans and programs which affect local units of government <br /> should take reasonable measures to secure local input during plan preparation. <br /> Inasmuch as the law requires an adequate public hearing process prior to <br /> adoption of such plans and programs, local units of government and affected <br /> parties should utilize this process also as a means of providing local input. <br /> Where general public interest must override the interests of a particular <br /> community, the agency preparing the plan should be required to detail the <br /> reasons for such a decision to the affected community. <br /> RECOMMENDATION 11: Public and private agencies and organizations with regulations <br /> and policies which affect rural units of government should have personnel whose <br /> specific task is to maintain contact with and inform rural communities of <br /> regulations affecting them. <br /> RECOMMENDATION 12: Agricultural communities must actively publicize and enforce their <br /> plans and'ordinances. Local banks, real estate agents, and prospective buyers <br /> should be made aware of the communities' goals and development restrictions. <br /> <br />MA:emp <br />7.17.78 <br /> <br /> <br />
