P&Z -1- <br />2/27/79 <br /> <br /> Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br />A special meeting of the Ramsey City Planning & Zoning Conmission was held <br />on February 27, 1979 at Ramsey City ~kmicipal Center, 15153 Nowthen Blvd.N.W. <br />Meeting was called to order by Chairman Ken Peterson at 7:40 p.m. with the <br />following in attenc~nce: <br /> <br />Ken Peterson Gerry Zimmerman Also present: <br />Art F~mn (Al Sorteberg arrived 8:25) Lloyd Schnelle, City Adm, <br />Kathy Schneider Dennis Donovan P & R <br /> <br />Chain~mn Ken Peterson explained to those present that this was an informational <br />meeting regarding the Critical Areas Plan to received input and report progress <br />and introduced Dexter ~inrston and the other Conmission members. <br /> <br />Members of the audience expressed concern with the littering, lack of privacy, <br />and damage to the river which they felt would result from a public trail system. <br />Also covered were the policies, and discussion of the frontage and collector <br />road. It was explained that there would be a Public Hearing prior to any <br />adoption of the plan. <br /> <br />Dennis Donovan expressed concern with having to follow other agencies guide- <br />lines and then finding out that when applying for grants we have been dis- <br />qoalified. <br />Chaiunan Peterson closed the informational part of the meeting and thanked <br />those present for their interest. <br /> <br />Lloyd Schnelle stated that in regards to the payment due Wehrman, Chapman <br />Associates, Inc., the Council should have a recomnendation from the Coramission <br />that this is an accurate account of progress. After~ discussing the figures, <br />Dexter M~rston was asked if he anticipated having to submit a bill later? <br />Mr. Marston explained that there would be a possiblity since he had to spend <br />so rmmh time working on the grant applications, but that he realized <br />they had signed a contract to finish the plan for "X" amount of dollars, <br />and the City should not have to spend any additional funds. . ~. <br /> <br />Motion by A1 Sorteberg, seconded by Art Dunn that the Conmission has re- <br />viewed the billing of January 25, 1979 and concur with the completion <br />percentages indicated in regards to the Critical Rivers Plan. Motion carried 5-0. <br /> <br />A work session for finalizing the policies of the plan was scheduled for <br />March 8th with the Park and Recreation Commission members before holding the <br />Public Hearing., <br /> <br />Motion by Art Dunn, seconded by A1 Sorteberg to adjourn.
