Planning & Zoning <br /> City of Ramsey <br />County of Anoka <br />State of Minnesota <br /> <br /> A special meeting of the Ramsey City Planning & Zoning Commission was held <br />on Iqarch 8, 1979 at Ramsey City Municipal Center, 15153 Nowthen Blvd. N.W. <br />Meeting was called to order by Chairman Ken ?eterson at 7:05 p.m. with the <br />fo]lowing in attendance: <br /> <br />Gerry Zimmerman <br />Ken Peterson <br />A1 SOFL. C~ erg <br /> <br />Art Dunn <br />Kathy Schneider <br />Brad Bodle <br /> <br />A1 so present: <br />Lloyd Schnelle, City Adm. <br />Peter Raatikka, City Eng. <br /> <br />Chairman Ken Peterson explained that this was a special meeting to consider <br />the revised p_re_l_!?_i___nary plat for .F] intwood H~.]ls It, and: asked Mr. Carson <br />to point out' the revisions. · ............... ~ .... '~ <br /> <br />Art Dunn asked if they planned on filling Building sites only? Mr. Carson <br />stated hopefully not, that they would try for uniform grade, and will provide <br />the informat¢on needed prior to final plat approval. <br /> <br />Ken Peterson asked what their intentions regarding streets were. Mr. Carson <br />stated that since he figures it will be five years minimum before sewer, that <br />they would be blacktopping the streets now. Peter Raatikka explained that the <br />type of street would be suburban bituminous. <br /> <br />Art Dunn stated that he had.. some serious concerns and questions which he felt <br />would have to be examined. 9'The First point was in regards to protecting the <br />woodlands, and Carson stated that he plans on leaving as many trees as possible, <br />and providing fill similar to that already on the site. Art Dunn questioned <br />the fill stripping since he felt it would create an errorsion problem, and Mr. <br />Carson stated that he had no'- problem with seeding those areas to stabilize the <br />soils. Art Dunn and Mr. Carson discussed the proceedure for filling, and Carson <br />explained how they would strip and stockpile the top soils before filling to <br />allow replacement later. Art Dunn also suggested that enough of the lot be <br />filled to provide a second system in case of first system fai'lure. Mr. Carson <br />explained that he felt his systems of a 1250 gallon tank plus 650 of drainfield <br />was sufficient, and that this would be too stringent a requirement. Art stated <br />that hd was concerned that the homeowner would be faced with enormance cost later <br />to fill an area if the first system failed. Brad Bodle stated that he felt we <br />were getting off on the wrong track, and if the first system is put in correctly <br />and maintained there should not be the need for the second. Mr. Larry Koshak <br />stated that the best they could do would be to meet code, and Peter Raatikka <br />interrupted the code to mean they would not have to provide any additional area, <br />but that 50% of the soils must be first class including setbacks. Mr. Carson <br />asked if they could meet required area,~and Mr. Raatikka stated that each lot <br />would have to be studied. Brad Bodle asked if each system wouldn't have to con- <br />form at time of inspection anyways. <br /> <br />Mr. Raatikka explained that there were a few other areas which needed to be <br />discussed. Several lots were still defiecient in size, and Mr. Carson explained <br />that with the exception of Lot 6, Block 6, he felt these lots could be corrected. <br />Also pointed out was the problem still existing from Flintwood I regarding <br />drainage. Discussion abou~t~corr~cting this was held, and ditching it to Flint-' <br />wood II mentioned. ~' <br /> <br /> <br />
