The City of Ramsey cannot afford to let the ~nequit~es go on in the present <br />Slate A~d Formula as the citizens will have to pick up the difference in <br />their City Ad Valorem tax. <br /> <br />2) Platting Ordinance: We have a problem in Section 170.038~4 Individual <br />Sewage D~sposal System Site Evaluation and Requirement. The problem is <br />this - the City Building Inspector does not have the time to accomplish <br />the th]ngs that are required in the above section of the City Code. ~?our <br />ordinance requirements would usurp one horrendous amount of time if it <br />were to be accomplished. Further~ it is even questionable whether a re- <br />port could be accurately prepared at the sketch plan, preliminary or final <br />p~t stages mnless a soil boring amd perculat~on test was accomplished on <br />each lot in %he plat. The accomplishing of the aforementioned tests would <br />create considerable extra costs. <br /> <br />Question: How does Council want us to proceed with this section of the <br />C~ity Code. Presently it isn't being accomplished as Staff wasn't aware <br />of this matter. I'm enclosing an excerpt from the City Code for your in- <br />formation in preparing direction to City Staff. <br /> <br />3) Costs Involving Variances, etc: The City of Ramsey is getting involved <br />in costs that I don't think the Council is really aware of at the time. <br />As an example, t~e City has spent a considerable amount of money on the <br />Grosslein, Holker and Faith Baptist Church in legal and engineering costs. <br />Now~ there are also costly administrative costs involved in City Hall in <br />the processing of ~hese matters. <br /> <br />Solution: Is to have our Zoning Ordinance provide for the City to recoup <br />these costs from the individuals who are getting this special service. <br />It isn't fair for 99% of the taxpayers of Ramsey to pick up these costs <br />· through their City Ad Valorem tax. <br /> <br /> <br />
