The developer has also provided <br />first floor elevations of existing buildings in the area as requested in our <br />February 1, 1979 letter. <br /> <br />The first floor elevations of the existing buildings confirm that there is a potential <br />flooding problem if the entire area develops and the existing drainage outlet under <br />newly constructed Industry Avenue is not enlarged. However, since the Comprehensive <br />Storm Drain Study for the ci:ty has not been completed the exact size of culvert under <br />Industry Avenue cannot be determined at this time. Therefore, we would recommend <br />approval of the proposed plat with the contingency that the developer escrow funds <br />for the installation of a larger culvert under Industry Avenue at a later date. The <br />Anoka County Engineer is agreeable to this solution. He also indicated in our meeting <br />on February 27, 1979 that the county would allow Industry Avenue to be open cut for <br />installation of the culvert provided it is completed prior to construction of the <br />wearing course and bituminous shoulders. The wearing course and the bituminous ~..~. <br />shouldering on Industry Avenue is tentatively scheduled for 1980. <br /> <br />Street grades and culverts within the plat have been resized to handle the projected <br />runoff from the plat.
