P&Z-2- <br />3/5/79 <br /> <br />Sketch Plan - Ron We_stby <br /> <br />Mr. Westby was'present with a sketch plan for the property previously owned <br />by Bertha 'Mae Smith which had been denied for subdivision by metes & bounds. <br /> <br />After reading the engineer's letter of March 5, 1979, Mr. Westby was advised <br />by the Con~nission to proceed with a preliminary taking into consideration the <br />recommendations of the Engineer in his letter of 3/5/79. Due to soils condition, <br />it was suggested that Mr. Westby discuss with Mr. Raatikka the possibility of <br />eliminating some of the items mentioned, and requesting variances. <br /> <br />Flintwood Hills Plat II <br />Mr. Ra~-l~i-k-k-a-read through the Engineer's report and the commission discussed <br />the poor soils conditfons plus the deficient lot sizes in various blocks of <br />the plat. After lenghty discussion of possible solutions, it was the consensus <br />of the commission that Mr. Carson rework the plat and submit a revised preliminary. <br />A special meeting was tent6, tively set for March 8, 1979. Ms. Schneider stated that <br />she would research the park dedicati6n question, as she remembered Flintwood I. <br />Mr. Art Dunn stated that he was not comfortable with using a mounding system for <br />the sewer, and suggested c'ertification of each building lot. <br /> <br />Also discussed was the ponding area for drainage, and Mr. Raatikka reminded <br />Mr. Carson of a drainage problem existing still from Flintwood I. <br /> <br />Conditional Use Permit'-'Case of'George DiemertIII <br /> <br />A public hearing was held earlier during the evening with Mr. Diemert III <br />answering questions from both comission members and citizens. <br /> <br /> Motion by Al Sorteberg, seconded by Art Dunn to recommend to the City Council <br /> to grant a conditional use permit to Mr. George Diemert III, to allow construction <br /> of a solar greenhouse on his property located at 8221 - 151st Lane N.W. <br /> subject to the following- <br /> 1.) No retail sales or signs on property. <br />2.) Rear and side setback requirements be met. <br />3.) Screening by lombardy poplar be provided. <br />'4.) No outside storage of materials. <br /> 5.) reviewal in two years. <br /> Motion carried 4-0 <br /> ..... ~-. _~_ ~__ Gerry Zimmerman arrived <br />~?akrid~e Estates -(formerly_ Tierra Estates-~- Preliminary Pl~t approval..~ ~. <br /> [he-Engineen~s report was read and the"~Ieve'toper~stated that~they couldi'cut <br /> down the size of the cul-de-sac so as to avoid asking for a variance. Mr. Sentryz <br /> explained that he would like to be able to do custom grading of each lot, and <br /> receive site plan approval at the time a permit is requested. Art Dunn expressed <br /> concern with several sites due to the slopes and sewer, and Mr. Sentryz stated <br /> that this could be handled through terracing of the tot. Mr. Sentryz stated that <br /> he did not want to disturb any more trees than necessary, and Mr. Dunn explained <br /> that if a first system should fail, it would be very difficult .to remove the nec- <br /> essary trees later. Mr. Sentryz explained that this would be considered before .. <br /> site approval would be asked for. Discussion of responsibility for Llama & <br /> 161st streets was again discussed and explained to the developer their earlier <br /> recon~nendation in regards to this. <br /> <br />Motion by Gerry Zin~nerman, seconded by Art Dunn to recon~nend to the City Council- <br />to approve the preliminary plat for Oakridge Estates subject to the following: <br />1.) variances be granted to allow the delay of site approval by building official <br /> until custom grading can be done, and that site~lan approval be provided <br /> prior to issuance of building permit.
