Any contracts and purchases made pursuant to this agreement shall be made by the <br /> County and shall conform to the requirements applicable to Anoka County. <br /> XIIL STRICT ACCOUNTABILITY <br /> Pursuant to Minnesota Statute §471.59, a joint powers agreement is to provide for <br /> strict accounting of all funds and report of all receipts and disbursements.
