o

Leak detection, including interstitial monitoring of the double walled tank;
Product release monitoring, including installation of groundwater monitoring wells
and monthly monitoring of these wells;
Tank Tightness Testing on an annual basis; and
Annual reports summarizing monthly monitoring results, monthly inventory control,
and tank tightness testing.

Community Development Director Frolik stated that when we get to final site plan
review/approval, the requirements regarding the underground fuel tank will be reviewed at that
time for conformity.

Greg Voss, Shingobee Builders, stated it may make sense to move Well No. 6 further north of
the site and they will work with City Staff on this issue.

Motion by Commissioner Johnson, seconded by Chairperson Nixt, to recommend that the City
Council approve the preliminary site plan for the Cobom's grocery store in the Ramsey Town
Center, contingent upon the developer applying for a variance to the floor area ratio requirement;
and contingent upon the developer eliminating the Zeolite Street egress; and contingent upon the
developer providing a right in/right out access on Sunwood Drive; and contingent upon the
developer submitting a revised Landscape Plan for review by City Staff that may also be phased;
and contingent upon the developer satisfying all City requirements with respect to the
underground fuel tank.

Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, and
Watson. Voting No: None. Absent: Commissioners Jeffrey and Van Scoy.

Case #9:

Request for Site Plan Review of Town Center 3ra Addition, Corner Retail
Building; Case of Ramdance, LLC

Community Development Director Frolik stated that the City received an application from
Ramdance LLC for a site plan for approval for the development of a coruer retail building on
Outlot I of Ramsey Town Center, proposed to be replatted as Ramsey Town Center 3rd Addition.
She stated the applicants are proposing to construct an 18,000 square foot retail store on the site,
a portion of which will be occupied by a liquor store.

Community Development Director Frolik stated that the amount of glazing on the north wall
(Sunwood Drive side) and the east wall (Zeolite Street side) is 35% and 21%, respectively. It is
likely that the 35% glass opening recommendation could be met with a minor design adjustment,
possibly at the corner entrance point.

Community Development Director Frolik stated that City Staff recommends approval of the
preliminary site plan contingent upon compliance with the City Staff review letter.

Community Development Director Frolik stated that the plan may require some modification to
the vision triangle.

Planning Commission/July 12, 2004
Page 14 of 15
