Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:30 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:30 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that the City received an application for a <br />preliminary plat approval of Ramsey Town Center 3rd Addition, a replat of Outlot I, Ramsey <br />Town Center. She indicated the property is located west of Armstrong Boulevard, south of <br />Sunwood Drive and east of Zeolite Street and is bordered on the south by the Burlington <br />Northern Santa Fe Railroad. <br /> <br />Community Development Director Frolik stated the Planning Commission approved the sketch <br />plan for the plat and the site plan on May 6. Along with the preliminary plat, the City has <br />received a preliminary site plan for the first phase of development on Lot 1. <br /> <br />Community Development Director Frolik advised the plat will have no direct access to <br />Armstrong Boulevard. She stated that, appropriately, the plat shows dedication of right-of-access <br />along Armstrong Boulevard to the County and there will be direct access to Sunwood Drive and <br />Zeolite Street. She explained that the approved sketch plan identified one access onto Sunwood <br />Drive and one access and a truck delivery entrance from Zeolite. She noted the preliminary site <br />plan for the development of the buildings proposes an additional access on Sunwood and on <br />Zeolite. <br /> <br />Community Development Director Frolik stated City Staff is recommending denial of the two <br />additional accesses as part of the site plan review for the commercial structures. <br /> <br />Community Development Director Frolik noted there are some underlying drainage and utility <br />easements from the original plat of Ramsey Town Center that will have to be vacated as a part of <br />this platting process. She stated because of the 'build-to' intent in the Town Center, the City is <br />not requiring the standard perimeter drainage and utility easements. <br /> <br />Community Development Director Frolik stated City Staff recommends preliminary plat <br />approval of Ramsey Town Center 3rd Addition. <br /> <br />Citizen Input <br /> <br />Keith McDonald, President of Shingobee Builders, stated that at this time, he is requesting <br />amendment to the City Code to allow more than one main building on a lot. <br /> <br />Community Development Director Frolik advised that City Staff is agreeable to approving the <br />preliminary plat, pending formal amendment of the TC-2 Zoning District regulations. <br /> <br />Planning Commission/July 12, 2004 <br /> Page 4 of 15 <br /> <br /> <br />
