government - that only the City Council should have these powers. The EDA has certain <br />activities subject to City Council approval. Commissioner Zaetsch stated he would like to raise <br />this question to City Council and provide a recommended amendment to Charter Section 2.2 <br />Boards and Commission. He noted the financing of the Ramsey Municipal Center through EDA <br />bonding, which did not include a citizen referendum. He suggested that future projects such as <br />any future parking ramp or community center be provided the opportunity for citizen petition. <br />Commissioner Zaetsch provided an example of a similar situation in Forest Lake where bonds <br />were used. <br />Chairperson Field requested EDA requirements for citizen petitions. <br />Community Development Director Gladhill responded that staff will report back on an answer. <br />Commissioner Barrows requested a copy of an establishment resolution for the EDA. <br />Commissioner Zaetsch concurred with the request for a copy of the EDA establishment <br />resolution and subsequent amendments. <br />Mr. Gladhill noted copies will be provided. <br />Commissioner S. Anderson provided an example if the City were to build a community center, <br />she asked if the question would be if the City could build without a citizen referendum. <br />Commissioner Zaetsch provided the example of the Municipal Center issuing EDA bonds <br />without citizen referendum. He also provided example of bonds issued for PACT Charter <br />School. He asked that the materials requested be distributed to the full Commission. <br />Mr. Gladhill responded that staff will provide information on the pass through bond for PACT <br />Charter School. <br />Commissioner Deemer referenced the statute list of definitions related to EDA. He noted <br />language regarding tax increment financing. <br />Mr. Gladhill provided background on tax increment financing. <br />Commissioner Bendtsen expressed support for an amendment. <br />Commissioner S. Anderson noted the potential cost implications of an amendment to Charter. <br />Commissioner Zaetsch noted the cost of an election being $10,000, but could prevent multi- <br />million dollar projects. <br />Chairperson Field noted that Minnesota Statute expressly provides the City the power to <br />establish the power recommended to be restricted by the amendment. <br />Charter Commission/ July 13, 2016 <br />Page 5 of 8 <br />
