I am a/so concerned with the status of po/ice reserves in general insofar as the carrying o£ weapons. On the one hand, without e~bensive training, primarily in "~en to shoot" as oppos~ed to "how to shoot", the city has abeavy liability burden should an "unfortunate incident" arise. And on the other, morally~ ethical] and perhaps, with liability in m~nd, can we continue to exq3ect these citizens to be in a defenseless positon if the regulay officer is incapacitated or gone from the immediate area when a reservist is attacked. Because o£ this issue I want to proceed slowly and wait for pending legislation to either be passed or not. We will however be taking preliminary steps toward expanding the unit. Finally, the hiring of Bob Kuhn gave us a second 'officer to work nights. This was done prSmari~y to reinforce the previous lone officer during the night hours and to increase our efficiency to better deal with the problems that come from our grov~ing population. We wi]_l also be able to use some of our time to do project work. Our biggest hurdle is getting the people interested enognlgh to particippte in Crimewatch type of programs but we are trying different ways to get to them. tt will take time but it will get done. I have been Chief for less then three months and between patrol work and adminis- trative/ vehicle maintenance/planninJpaperwork efforts have been kept rather busy. Between 6:30~ and 4:00 AM the odds are still about 10,000 to 2. This is a grossly out of proportion ratio for proper law enforcement/public service but we are work- ing at it~ as is the council. I still believe that in the future the city. of Ram- .. sey will have a better r~tio~ of expenditure to policing efficiency than comparable areas, but this can not be realized in a short period of time.
