Hearing <br />April.16', 19'79 <br /> <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held a Public <br />Hearing on April 16, 1979 at 15153 Nowthen Boulevard NoW. Ramsey, Minnesota 55303 <br /> <br />Members Present: <br /> <br />Members Abs6nt: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Reimann <br />Councilman Sorteberg <br />Councilman Mickelson <br /> <br />Others Present: <br /> <br />City Adm. Schnelle <br />City Engr. Raatikka <br /> <br />Mayor Gamec called the Public Hearing to order at 8:25 P.M. <br /> <br />The purpose of the Hearing is to present a proposed street improvement project <br />for 161st Avenue N.W. lying between Armstrong Blvd. N.W., and Variolite Street <br />N.W. <br /> <br />Engineer Raatikka presented the feasibility study consisting of costs and materials <br />necessary to improve these roads. He said the property involved is Sorteberg and <br />Federal Cartridge property. <br /> <br />Councilman Reimann inquired about the amount for contingency between engineering <br />and administration costs. <br /> <br />Administrator Schnelle reported that the Fiscal Agent cost will be prorated <br />out and also engineering cost unless Council wants to use General Funds. <br /> <br />Mayor Gamec asked the two property owners involved if they had any comments.' <br /> <br />There was none. <br /> <br />Mr. Green, 16011 Kangaroo states he is curious as to this particular project <br />and asked what the City's cost is to upgrade the street. <br /> <br />Mayor Gamec'said some City funding is being used on the street between <br />83rd and Variolite. The City Council had previously selected certain streets <br />that needed to be upgraded. <br /> <br />Councilman Reimann reported that the street from 83rd West was upgraded three <br />years ago, money has already been spent on it and one going East is a plain dirt <br />road, the road going West is a high class road. <br /> <br />Mr. Delaney asked why the cost is so high when it was just upgraded. <br /> <br />Mayor Gamec replied because there was no upgrading on the one road. <br /> <br />Councilman Cox added that the City Ordinance adopted in 1973 meant certain <br />newly~constructed roads had to meet a certain standard. Streets such as <br />Jaspar, Bowers Drive and some others had not been brought up to standards <br />but the City was receiving considerable pressure from citizens so this road <br />was upgraded three years ago but due to increased traffic it has been broken <br />down because it wasn't blacktopped. <br /> <br /> <br />
