April 16, 1979 SPECIAL COUNCIL MEETING CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A Special Meeting of the Ramsey City Council was held on April 16, 1979, at 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 Members Present: Members Absent: Mayor Gamec Councilman Cox Councilman Reimann Councilman Sorteberg Councilman Mickelson Others Present: City Administrator Schnelle City Engineer Raatikka The purpose of the Special Meeting is for Adoption of Resolutions regardipg certain proposed street improvement projects and to adopt a Resolution regarding the authorization to joint the Hennepin County Group Health and Insurance Plan. Mayor Gamec called the Special Meeti.ng to order at 9:30 P.M. Approval of Agenda Motion by Councilman Reimann and seconded by Councilman Cox to approve the Agenda with the followi.ng addition: Addressing withdrawal from the League of Minnesota Municipal Cities due to the fact that they are recommendi.ng a new formula before the Legisla- ture this year that doesn't take the City of Ramsey into consideration for getti.ng proper State Aid funding. Motion carried. Voti.ng yes: Mayor Gamec,_Councilman Cox, Councilman Reimann and Councilman Sortebe.rg. Voti.ng no: None. A discussion was held negardi.ng costs to larger land owners. Mayor Gamec commented that the street will incur added traffic because of the new development, Oakridge Estates, and persons with larger pieces of land could be put in a position of being forced to subdivide, maybe the Council should look into a different way of spreadi.n§ the cost. Councilman Cox said this is putti.ng'considerable pressure on two individual parcels that aren't in the development of the new plat, then it isn't faiF to put all the cost on the developer and maybe Woodlawn Estates has already broke the road down into its present condition. He added that the City has received requests from persons from Woodlawn Estates and Forest Hideaway to have the street upgraded, this assessment is spread over a ten-year period, these are some things the Council has to address. A 4/5 vote of the council is necessary to au'thorize'the improvement and in as much as one of the Councilmembers is absent, he feels this should not be acted on tonight.
