Mayor Gamec spoke regarding the two land owners getting together and handling this so they don't have to go through the assessment process. Councilman Sorteberg said it would depend on what the City intends to do on the road. He feels the engineering estimate is accurate. Engineer Raatikka reported that this proposed project cost is based on~a~ing bids and having a contractor perform the improvement. Councilman Cox stated that the difference is in the cost, that the City upgrade the road to standards aSd the property owners get someone to do the job accord-. ing~ to city specifications. Administrator Scbnelle explained that the City hasn't budgeted for the amount of material and.might want to take this back to the Committee to review. He also noted that the Council should have the actual cost, man hours, rental equipment, etc. and also consider the charging of time and material. Councilman Cox commented regarding the upgrading and that the City had agreed to pick up the cost. The City could contract this project and assessment could be spread over a ten-year period. Engineer Raatikka replied that it could be bid both ways and the City dould have al ternates. Motion by Couhcilman Reimann and seconded by Councilman Cox to havei~the Ci~i~ ~ Engineer prepare two options in his bid for said project: 1) to prepare bid spec. for entire project to bid by contractor and 2) to prepare bid spec. to have City crew lay base material which would provide for material and rental equipment and with the bituminous surface to be bid out. Motion carried. Voting yes: Mayor Gamec, Councilman Cox, Councilman Reimann, Voting no: None. Abstaining: Councilman Sorteberg. Pi he's · Es'~at~s ' Plat 3. Mayor Gamec made note that most of the property owners that were present at the public hearing were in favor of this project. Motion by'Councilman Cox and seconded by Councilman Reimann to adopt Resolution No. 79-20 to proceed with the project and if the Outlots are determined to be privately owned parcels, these lots will pick up their equal share of assessed cost for the improvement project and if it is found to be public property the assessment cost will not be assessed to these lots.
