TO:

FROM:

RE:

DATE:

Mayor and City Council

City Administrator

Staff Report

April 20, 1979

1) Critical Rivers - Planning Commission has held several informal public
hearings and on April 17, 1979 they held a formal public hearing. It is the
intention of the Planning and Zoning Commission to have ~the Critical Rivers
plan before Council on May 14, 1979.

2) League of Cities - Copy of the resolution that you adopted has been sent
to them regarding our staying in the Minnesota League of Cities. Further,
Mayor Gamec met with the Chairman of the Board of the Minnesota League of
Cities. He will comment verbally on this to the Council.

3) Workload: The workload seems to be increasing just one devil of a lot
more~ There are things not being properly addresssed:

a)

b)

c)

Capital Improvement Budget - this document is a must for the
City of Ramsey. It is a document that you need for grant pur-
poses, financing projects, etc.
Filing system - we should be setting up a modern filing system
currently you do not really have one
Zoning violation - we get calls on general zoning violations
from citizens who are.just driving around the City. We also
get quite a few calls where neighbors are reporting neighbors
for a zoning violation. These cases get priority. However, I
don't think a majority of the residents want a strict zoning en-
forcement as there are a lot of violators out there. This should
be discussed with Council.

Solution: I don't think the hiring of additional personnel is the.solution
at this time. I think we should discuss the above matter~ to see where
you want to be~~ doing the above. They are all time ~Oneemnmng and don't
carry a high priority with citizens as they can not see the benefit but
they are very important especially those listed in subparagraphs a and b
above.

4) Revenue Sharing: I am completing the necessary research work to get our
Federal Revenue Sharing increased upward. We should get our allocation for
entitlement period 11 up to around $50,000 or more which will be a sizeable
increase over the $29,000 we're receiving for entitlement period 10.

LGS: sb
