al Council Meeting <br />30'~ 1979. page 2 <br /> <br />Mr. Hutchinson said that in 1972 the County had Waste Management'submit plans <br />setting forth the development on the landfill site for their consideration <br />as part of the licensing requirement. The plans provide for development <br />of the hill on the northerly 80 acres on the site with the soil on the <br />south to be used for cover, the height is planned for 130 feet above the <br />blacktop on the service road with the peak being in the center of the 80 <br />acres. The plans also provide for a ground water monitoring system. An <br />addendum submitted in late 1977, approved in 1978, provides'for phasing <br />in the hill development for completion in an orderly fashion With gas venting <br />and monitoring on the west side of the hill. At this point in time the north <br />and west slopes and a portion of the south slope is being worked. His <br />office makes inspections three times a month varying on the season. In Wi~nter, <br />probably less frequently, in Spring once a week, in Summer about three pre- <br />operational inspections a week. <br /> <br />Mayor Gamec asked the five citizens representing the landfill ~ea to stand <br />and introduce themselves. He thanked them for their cooperation and efforts <br />in ~is matter. <br /> <br />Sue VanWagner referred to the Anoka County Solid Waste Ordinance and said these <br />are laws not guidelines. These ordinances are being violated and when someone <br />violates an ordinance the Anoka County Board of Commissioners can revoke <br />the license. She reviewed steps for revoking the license, hearing procedures, <br />pointing out ordinance violations. 1. final screening - no effort being <br />made to hide the 'site. 2. - end of day all materials should be collected, <br />this isn't being done, their area is still not completely picked up from <br />the April 11th disaster. 3. decayed matter and garbage isn't being layered <br />with six inches of dirt inbetween which is creating odors. 4. suitable <br />cover material, control of rodents, flies, public nuisancesJ Referring to <br />pictures they presented, she said that they show conditions - debris all over. <br />The odors drove them inside, the dust gets so bad it covers windows, <br />furniture and burns your eyes. On April 11 and 24 the winds blew debris all <br />over. She has pieces of styrofoam (which contain formaldehyde) in her yard <br />that track into her house; she has small babies and has to clean constantly <br />so they don't get it in their mouths. She doesn't feel that Waste Management <br />can comply with the ordinance if the hill goes up that high. Garbage and <br />debris is blown over their heads and lands in the yards, the site and roads <br />are full of litter. 'On April 26 she talked to men from the County who were <br />picking up the mess on Co. Rd. 57 and they ~old her they do it all the time <br />and citizens of Anoka County pay for this. She feels the license should <br />not be renewed and asked why aren't ordinances complied with. <br /> <br />Mayor Gamec said the County Attorney would be the best one to answer this <br />but in his absence, he asked Commissioner Fields to comment. <br /> <br />Commissioner Fields said that this is embarrassing for him to see that <br />ordinances aren't being carried out. The owners of the landfill were <br />told that validity of the license would be determined on how well they <br />treated the neighbors, however, it might be impossible to control when winds <br />are high and that is something th PCA and County didn't think about when <br />the ordinance was adopted. They didn't foresee this type of situation. <br />Landfills are a necessary part of society, there is no alternate way to <br />get rid of garbage, millions of dollars have been spent by firms looking <br />for other solutions. He said he will do everything in his power to get <br />sure commitments made by the County and the licensee to carry out their <br />responsibility to the people. He said-the County and PCA are responsible to <br />make sure the ordinances are carried out. They will start enforcing and <br />levying fines. <br /> <br /> <br />
