Erica Sitz, 6521 154th Lane asked if it would be possible to get the same slope and angles, etc., with dirt fill and a smaller hill instead of having it as a landill. Mr. Clark (PCA)- it might be possible, however, the plan as it has been approved doesn't address that problem. The plan addresses the final elevation of the landfill. E. Sitz questioned if the hill has to go to 130 feet and if it could be stopped now and still avoid ground water contamination. Mr. Hutchinson - there is more involved, it would lend itself to long term maintenance, it is not just the height that is a factor in stopping the ground water infiltration. A resident asked when it would be capped. Mr Otter - in 1984, the last of solid waste cap will be during and throughout that particular phase. Mr. Wyatt, 15001Ramsey, asked why they were finishing one slope and going on from there. Mr. Otter - it is handled that way so Ct doesn't erode, he is using methods to seed the slope to prevent erosion, site material-sludge from Minneapolis water treatment plat, clay lime sludge will minimize infiltration of surface water. The lime sludge must be placed prior to the top soil and seed and it can't be put on in frozen conditions. They would like to get the west section done as soon as possible. This' is subject to 1978, 1979 CoUnty commitment that this will be accomplished and Ct should be done by Fall. M. Gall.agher - questioned the lime hazard. Mayor Gamec - the City tree-inspector is investigati.ng the effect of the lime on the trees but test results are not back yet. Mr. Hutchinson - the lime was never tested for hazard in dry powder form. M. Gallagher - children play in it and she wants it checked to see if it could cause burns and lu.ng irritation. T. Clark (PCA) - when the lime is contacted by rainfall, it is primarily acidiq and breaks down considerably. Mayor Gamec asked if the lime sludge is stored. Mr. Otter -' it is stored duri.ng winter and does break down duri.ng storage. Mr. Hutchinson - County agent had been contacted ~egardi.ng the dying trees and he reports no single cause of death, draught of 1976 is just now starti, ng to show, planted too close together, soil not right and heavy planti.ng was done in a soil that is too well drained etc., also beatles and moths are affecting the trees.
