SpeO1 Co.uncil Meeting
May 8, '1979 , Page 3'

Mr. Scherer said metes and bounds goes back since territorial days, it was
considered that it would be a§ricultural land involved. The Metro Council
has tried to contain population in the MUSA area, the Land Planning Act is
intended to be good, but side affects are things they didn't consider.
Bias in Legislative bureau tried to control population within the MUSA but
they can't control people.

Councilman Cox asked why the City should get screwed because it can't get
its fair share of aid.

Mr. Scherer said that is the way it is set up, they felt it best to keep
the money and population down out here, if people want to move out here they
are free to do so, but they will have to pay the price for it.

Councilman Cox stated that the inner tier suburbs and out-state communities
public improvements have already been paid for through various types of
programs in past years, therefore those cities are able to bank monies they
receive from State Aid and tax levies three years in advance. Whereas, outer
tier suburbs are faced with all these costs now and none of the assistance
these con~nunities had. The State should review these Cities budgets and their
financial statements as currently the State is only reviewing financial statements
from these Cities and do not realize how the money is actually being spent
and thief could be alleviated by having all Cities within the State of Minnesota
submit ~heir budgets for review. As for an example, the City of Montevideo
receive~; $395,781 in State Local Aid, .(their population is 5,745 for computing
Local S';ate Aids), the City of Ramsey receives $113,953 in State Aid, the
State p~>pulation used for Ramsey was 5,453.

Questio~
people
are the

Mr. Sch~
another
not go

Admi n i s
the Sta~
because
go into

Council~
percent~

~: Why the vast difference in monies, however, Ramsey has 3, 117
~hat the State refuses to count due to their population formula. These
inequities that upset the City of Ramsey.

~rer said he would go before the Metro Council for the City but not
agency. He will tell the City why 'its there and why its done but will
Lnd try and change legislation.

~rator Schnelle said in order for the City to meet the planning requirements
;e Aid goes hand in hand. On a per6entage basis our percent is greater
of the administration time, engineering, field work and other costs that
it, this percentage goes up to 50 percent or more.

tan Cox said far worse, we need planning more than other areas, but cost
.ge is much greater than our budget.

Mayor G~mec said with the planning cost that is involved in Critical River,
$18,000 the City pays $5,000, it is a big percentage to pay. There shoul!d be
someway to show our community has greater need toward that planning and until
we can get a better share of the planning money, we can,.t afford to do anymore
pl anni n1.
Mr. Sch~rer said he would see what he could do in this regard. He added that
the City is guaranteed by the Constitution to get legislation to have the laws
changed. Ramsey should unite with the 32 other communities, there is strength
in numb(rs and there are 32 legislators.
