FROM: <br /> <br /> TO: <br />SUBJ: <br /> <br />City Administrator <br /> <br />Mayor and City Council Members <br /> <br />Staff report <br /> <br />1) Legislation - I spoke to our legislator, John Clawson, on Thursday, <br />May 26, 1979, about legislative matters pertaining to the City of Ramsey <br />and he stated the following: <br /> <br />a) Amendment to change computation of population which would have <br />at least given us credit for our citizens didn't go through. <br />b ) New legislation to change State Local Aid formula was not en- <br />acted this session. <br /> <br />He stated the legislators added more dollars to the present formula <br />which means they just wasted more tax dollars. He further stated some <br />of the legislators are beginning to take notice on what we are talking <br />about regarding local aid. <br /> <br />I guess the thing the C~ty is going to have to do is pursue this legisla- <br />tion. We probably should get our legislator to set up hearings on this <br />issue so that we will be set for the next session. It is your decision <br />on how you want to pursue this issue. <br /> <br />2) Budgets - We will commence working on the following budgets: <br /> <br />a) Operational Budget <br />b ) Capital Improvement Budget - This will be the first one the City <br />has ever turned out. However, this is also a requirement in your <br />Comprehensive Plan. <br /> <br />Commencing with June, 1979, I will be busy with budget preparation. I <br />don't anticipate any problems with the OperationaD Budget but I do expect <br />the Capital Improvement to consume time. The reason being is that we'll <br />be doing that with no background information. <br /> <br />3) Bond Issues - This is also going to be a priority must project to get <br />the financing in order for all of our street projects.. <br /> <br />4) Revenue Sharing - Here we will be picking up approximately $20,000 <br />more dollars. However, it's too bad Ramsey didn't have a special census <br />taken back in 1976 or 1977 as you are really losing money. <br /> <br />5) Planning - The Planning Commission at their last meeting set up two <br />subcommittees to review the following areas: <br /> <br />a) One committee will develop recommende~ changes to our zoning <br />ordinance in regard to Site Plan and Design review of Commercial <br />and Multiple Dwellings. <br /> <br /> <br />
