PAGE 1 BOARD OF REVIEW MAY 29, 1979 BOARD OF REVIEW CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council held a meeting of th~Board of Review on May 29, 1979 at 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 Members Present: Mayor Gamec Councilman Cox Councilman Mickelson Councilman Reimann Councilman Sorteberg Others Present: City Assessor Les Wirz County Assessor Bruce Smith The meeting was called to order at 7:15 P.M. The following changes were submitted by Assessor Wirz as a result of the May 15, 1979 Board of Review hearing.' Clifford Fornier 91040 0160 89226 3800 (Home not completed) (Open land) (Vacant parcel-no frontage) (Reduced warehouse & office space assessment) (Reduced) (Reduced) Councilman Cox reques%ed that Assessor Smith check the records at the County and have them straightened out as he did not get his assessment card until the day after the Board of Review; and also his property had been taken out of his name. The Assessor's Office had it correct but the Auditor's Office.didn't-there is a discrepancy between the two departments. Mayor Gamec raised a question regarding Mr. Bor~ who is living in his basement while finishing the rest of his home. He noted that he is being partially assessed this year based on the amount of completion of his home and asked how this would affect the assessment next year if he didn't have the home completed by then. Councilman Reimann raised a question that wasn't it City policy to require the home to be completely finished before occupancy? He expressed concern as to safety requirements such as fire detectors, etc., being met. He asked if this is a hardship case. Assessor Wirz and Building Official Berg stated that his home is nearing completion and would be completed by the next year's assessment role. The home has the safety requirements such as fire detectors and others as needed by law. It was further explained.that this is a case of a private individual building his own home and that is why he was allowed to occupy the home prior to completion. In cases where homes are being constructed by developers or contractors this is not allowed. Motion by Councilman Cox and seconded by Councilman Mickelson to forward the recommended changes as listed above and as noted on the abstract to the County Assessor's Office.
