~ge 3
Regular Planning & Zoning Meeting
June 4,' 1979

Mr. Crawley indicated that he would have a bobcat, tractor and just enough
equipment necessary to the operation of his business and that he is not
a landscaping contractor.

Considerable 'discussion was held regarding the access road easement.

Art Dunn and Kathy Schneider said they did not see why Mr. Crawley would
have to provide a street easement, when the original owner still has property
that abuts the street and has been providing access to the street.

Motion by Art D~n~, seconded by Kathy Schneider to reconmend to the
City Council that Mr. Clarence Crawley be granted an Urban Development Permit
to operate Lee's Landscaping Nursery; subject to the following:'

1. Landsqaping for screening along County Road 5 will be required.
2. Additional parking spaces to be provided to the South of the
area shown on his plan ° said additional parking area can consist
of something other than bituminous paving and will be used as an
overflow parking lot.
3. Office building sq~mre footage be increased to a minimum of 2,000
sq~sre feet by the addition of a greenhouse. Said greenhouse to
be shown on Mr. Crawley' s plan.
4. Mr. Crawley must enter .into a developmmnt contract or permit with
the City of Ramsey

Motion carried. 4 - 1. Gerry Zinmernmn voted naye because he is opposed to
the roadway, he feels the roadway should be located onthenorth side of the
property to minimize access points onto County Road No. 5.

Item No.' 2 PRELIMINARY PLAT APPROVAL FOR CASE oF ED ~.¢MISH, '~iYIT BROOK ESTATES"

It was noted that Trott Brook Estates was .fozmerly called Ed Kl~_sh Sketch Plan.

Engineer Raatikka reviewed his report concerning this 'plat with the Co~,~ ssion.

He noted that a drainage easement is shown, but it is included as part of the park
land, therefore, the area available for park as shOwn on the prel~drmry plat is
1.5 acres or 5 percent of the gross area.

Discussion was held regarding the Engineer's R~port.

· he P & Z Conmission feels it would be to the city's advantage to grant a
variance to Item No. 4 regarding the cul da sacs because it. is necessary for
rmtural extension of the streets in the future.
